Assessment of Operations, Maintenance and System Management of Miyahuna and WAJ in Zarqa and Balqa governorates
BACKGROUND
Addressing Water Needs of Jordan Hosting Communities’ is a 36-month project from February 12, 2015 to February 28, 2018. Focusing on the Zarqa and Balqa Governorates in Jordan, this project will promote better water governance, stronger institutional accountability and improved environmental sustainability while ensuring that the specific needs and capacities of women are addressed. In line with the Syria Regional Response Plan (RRP 6), the principal objective of this initiative is to improve water resource management in the Zarqa and Balqa so that all Jordanian, Syrian, and Palestinian residents are able to realize their water rights and responsibilities in a sustainable manner. This will be achieved by working closely with relevant water directorates to rehabilitate and improve existing water infrastructure and increase the technical skill set of key personnel in the water directorate while investing in activities to increase community awareness on water conservation and household and communal water management. Women change makers in communities and water directorates and water utilities will be identified and supported to promote gender responsive water management.
The expected result of the project is to promote;
1. Increased reliability of water supplies in the Zarqa and Balqa communities.
2. Increased participation of Zarqa and Balqa communities, especially women, in efficient water management.
3. Improved accountability mechanisms for water management and governance, which take into account women’s needs, in the targeted communities.
OBJECTIVE
The main goal of this consultancy is to assess technical capacities of Miyahuna and WAJ in Zarqa and Balqa governorates and identifying the areas that require improvements in operations and maintenance of municipal water network.
This goal is at both theoretical and practical levels. The outcome of the study will be used to design an integrated capacity building program covering staff and utilities technical needs.
STUDY SCOPE AND TASKS
The scope of this consultancy covers Miyahuna, Zarqa management contract -which is being responsible for Zarqa and Russayfa areas-, and Water Authority of Jordan (WAJ) in Salt/Balqa governorate.
The consultant scope of work includes;
A- Assessment of Technical Capacity
1. Assess capacity of the technical staff whom working in municipal water network operation and maintenance in WAJ and Miyahuna and assess their capacity in terms of:
- Organizational structure of the staff including Turn over overview in the last 5 years
- Number, education and experience of water network O&M team (engineers, technicians and administrative staff )
- Technical capacities of the team to conduct O&M business functions especially leak detection and repair of water network.
- Factors that limits staff performance (financial resources, equipments, ……)
- Number and type of Trainings received for the last 3 years and by WHO or any other agencies.
2. Define training needs to improve technical capacities of Miyahuna and WAJ staff in the following fields;
- Define specific Training needs to improve routine O&M of municipal water network (Planning, Maintenance preventive, operation procedure, reporting, equipment, routine operation improvement) in the two utilities.
- Training needs to improve response to pollution problems in the two utilities. (SOP to be developed, Gaps/constraints in accurate and timely response
- Proficiency in using leak detection and leak repair equipments and procedures.
- Mapping infrastructure to priorities investment based on Technical scoring card
- GIS and data collection
3. Propose approach/methodology to monitor and maintain proper O&M of water network through collecting and documenting collect O&M practices.
B- Assessment of Procedures and Equipments
Assess available work procedures and equipments for network O&M and identify gaps in applying/using them for network maintenance, including;
4. Document and assess available work procedures and equipments (Details List and condition status) which Miyahuna and WAJ are using and received (maybe not in use) for O&M activities, leak detection and repair.

Define required amendments on work procedures (What should be done to be more effective) and equipments (what is crucially needed, what should be replace) which Miyahuna and WAJ needs to improve O&M activities of water network, leak detection and repair.
C- Working with local communities
5. Define the available mechanisms which Miyahuna and WAJ are following to coordinate/communicate with Users
6. Assess willingness of Miyahuna and WAJ to utilize community-based committees to report infrastructural maintenance needs, partake in training and perform routine maintenance on distribution points.
7. Determine how Miyahuna and WAJ see the integration with local communities and women in water management.
METHODS OF WORK
The consultant will develop his/her own methodology that they believe will be most effective within the available duration. The consultant will submit an inception report that details the study methodology.
