Under the supervision of the Country Finance Manager (line manager), the Finance Officer is in charge of the financial follow-up of projects that ACTED is implementing in the area. He / She (hereafter referred to as he) ensures that financial control mechanisms are put in place to ensure accurate budget follow-up and to inform decisions on cost-reduction.
Accountancy & Budget Control:
o Supervise monthly budget control analyses among which:
o SAGA checks are carried out between 15th and 30th of each month;
o Allocation tables are matching with allocations in SAGA;
o SAGA descriptions are compliant with ACTED manual/approved SAGA descriptions;
o Contracts’ allocations are correct;
o Analysis between actual and forecasted costs is carried out and proper follow-up is ensured.
o Relevant recommendations are made with finance department and area finance officers to ensure accurate follow-up of the analysis.
o Supervise the preparation of monthly allocation tables and the exchange of information between Amman and the bases.
o Supervise/Prepare monthly BFUs for ACTED and REACH projects:
o BFUs are updated with SAGA, allocation tables and CFU/DFU by 10th of each month.
o Communication with DACs/PMs is continuous and effective.
o BFUs with updated program forecasts are shared within the mission and with HQ by 15th of each month.
o Analyses are performed on an ad hoc basis to inform decision making regarding cost reduction/financial monitoring.

Internal Control and Cost Control:
o Ensure that all resources are allocated correctly and in accordance with donor requirements;
o Ensure that a proper follow-up of ACTs no later than each 15th of the month;
o Ensure adherence to all Finance procedures and support FLAT department in any inquiries.
Budget development and reports:
o Develop budgets for project proposals in line with donor requirements;
o Liaise with PD colleagues to ensure that budgets are developed in line with programmatic requirements;
o Reports are timely drafted (both interim and final) and respect donor guidelines.
Projects:
o Ensure follow-up on project and establish good professional relationship with partners
o Supervise monthly check of progress reports;
o Follow-up on payments/installments to partners is performed on a monthly basis;
o Ensure that the relevant BFU for the project is up to date.
Staff management
o Maintain open dialogue with all team members, and will treat all staff in a respectful way;
o Improve information flows within the department and with the bases.
