The Economic Recovery and Development Technical Unit (ERD TU) is responsible for providing dynamic, innovative support to IRC’s field offices for their economic and livelihoods programming. This unit provides technical assistance, ensures innovation, promotes best practices, and helps to improve data collection and analysis for economic and livelihoods programming within the organization. The ERD TU has been working closely with the Syria Response Region (SRR) over the last four years to deliver high quality livelihoods programming to people affected by the crisis in Syria and in refugee receiving countries.
Cash and voucher programming approaches have been a core programming area for the Syria Response Region (SRR) country teams since the onset of the crisis, and the volume of market-based programming has expanded dramatically in the last year.
- The Regional Cash Specialist will work closely with the Enterprise Development and Employment Technical Advisor for the SRR Region to comprehensively support each of the IRC Country teams (Jordan, Syria, Lebanon, Turkey and Iraq) in the assessment, design, and implementation of high quality cash and voucher programs, throughout the region.
- The position will be based in either Amman, Jordan or Beirut, Lebanon with responsibility to provide remote and regular in-person support to each country office team.
- The position will involve working closely with ERD program teams for implementation of cash and voucher programs, and will support other IRC sector teams to incorporate cash and voucher approaches into their programming.
- The position will also play a critical role in enhancing operations of cash and voucher programs by strengthening practice and procedure between program, finance and supply chain teams.
- Assist ERD or other sector teams in IRC SRR country offices in the assessment/feasibility, design, implementation and monitoring of cash and voucher including program delivery, assisting country teams in trouble-shooting implementation challenges, and using monitoring data to improve program designs
 
- Develop tools, resources and program guidance materials as needed in order to support assessments/feasibility, program implementation or monitoring efforts, including cross-sectoral implementation of CTPs, in close conjunction with program staff and regional M&E and ICT Coordinators.
Support the development, adaptation and standardization (if appropriate) of operating procedures for cash and voucher implementation across the region, and support linkages with regional finance and supply chain teams to deliver high quality programming.
- Develop and implement a capacity building plan based for the region to ensure all program, finance and supply chain staff involved in cash and voucher programming have appropriate knowledge and skills related to market-based programming including market mapping and feasibility assessments.
- In partnership with the Enterprise Development and Employment STA advise and assist country teams in feasibility of cash vs. inputs, designing new programs, including identifying business development opportunities, supporting the conceptualization/design of program activities, and providing substantial input into new cash related concept notes and proposals.
- In partnership with the Enterprise Development and Employment STA, coordinate and encourage sharing and learning across the region, including sharing knowledge, skills, tools and best practices by engaging country office staff in active cross-country and cross-sector communication.
Support the design, development, piloting and roll-out of measurement and data management systems including market monitoring in close collaboration with monitoring and evaluation and ICT staff at both regional and country levels, to ensure harmonized M&E approaches and efficient data collection and management systems are in place.
*Liaise with IRC HQ on relevant cash initiatives related to IRC2020 strategy and objectives - feeding back experience in the Syria Response and providing updates to field teams on cash strategy happenings
