Project Description:
Creating economic opportunities for young people, women and populations in less advanced regions is an important strategic priority for the EBRD. This is particularly relevant in the Southern and Eastern Mediterranean (“SEMED”) region, where the integration of youth - particularly young women - into the labour market remains slow and regional disparities persist as important transition challenges.
The European Bank for Reconstruction and Development (the “EBRD”, the “Bank”) is well placed to contribute to the economic inclusion of underserved groups through its unique private sector focus and direct engagement of employers, in parallel with the impact created by its investments. The EBRD’s successful inclusion approach establishes solid partnerships between the Bank’s clients (employers) and local education providers to introduce high quality vocational training programmes and apprenticeships and thereby create effective routes into jobs.
At policy level, there is a growing understanding of the urgent need to improve the private-sector engagement in developing effective policy responses. EBRD launched the first inclusion policy dialogue programmes in Turkey in partnership with the European Training Foundation (“ETF”), facilitating private sector engagement in the development of national skills standards that reflect employer needs, or the introduction of work-based-learning programmes (such as apprenticeships).
Assignment Description:
The Bank now intends to engage an individual consultant to develop and deliver an effective inclusion policy engagement programme for the EBRD in the SEMED region (with a focus on Jordan and Egypt), and serve as the focal point for EBRD’s refugee response programme in Jordan (the “Assignment”).
The selected Consultant is expected to provide the following services:
(i) Support the development of local inclusion approaches and sustainable partnerships between interested EBRD private sector clients and local education and training providers to offer high quality vocational and technical training for young people, including particularly young women, that meets employers’ needs to achieve local skills transfer.
(ii) Facilitate the delivery of the EBRD’s inclusion policy engagement in Jordan in the context of investment projects in line with the policy objectives, as well as in Egypt to enhance meaningful private sector participation in the governance and development of the institutional setting of the National Qualification System.
(iii) Design and deliver effective refugee response inclusion programmes in Jordan to create access to formal employment opportunities, training and skills verification for refugees, particularly women refugees, by building on the Bank’s existing inclusion approach in relevant sectors.
(iv) Support capacity-building and monitoring of progress and impact across inclusion and refugee related activities in the region.
(v) Support local donor and stakeholder coordination across inclusion and refugee related activities in the region.
*Assignment Start Date and Duration: The Assignment is expected to start in February 2017 and has an estimated overall duration of 24 months.
