ROLE PURPOSE:
Manage the resourcing, information flow and decision cycle of the investigation of suspected fraud cases in the Region
Working with staff of Save the Children International to develop (and deliver on an on-going basis):
• an embedded culture of fraud awareness, reporting and response within the organisation aligned with our zero tolerance policy
• an effective strategy of fraud prevention, detection, investigation and recovery across the organisation as a whole, within the centre and across the regions and country programmes
Building local capacity and managing a dotted line team of Regional Fraud Focal Points:
• an effective internal and external investigations capability, including support and capacity building to staff involved in investigations at all levels of the organisation
The role may require significant international travel including to challenging locations often with cultural sensitivities.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.
SCOPE OF ROLE:
Reports to: Head of Fraud Management (based in London), dotted line to regional leadership team
Role Dimensions: stakeholders include members together with country, regional and central staff and senior leadership teams. Close working will be required with Finance, Legal, Programme Operations and Global Assurance teams. The role is part of the Fraud Management Team based in the Centre in London.
Although based in the Save the Children Middle East, Eurasia Regional office the role is global in nature and the post holder may be deployed on assignments to any of the countries in which Save the Children International operates.
KEY AREAS OF ACCOUNTABILITY :
Management and support of fraud investigations
• act as lead investigator or create and supervise an investigative team on specific fraud investigations where required
• provide advice and support to senior managers overseeing fraud investigations (at country or region), including guidance on appropriate level of response
• liaise with members on specific cases ensuring they are kept informed of case progression as necessary
• input to investigation templates, identify and design best practice guidance as appropriate
• maintain the fraud register/ reporting templates to monitor fraud events from first report to conclusion
Support/enable the embedding of an effective fraud management culture within the organisation
• develop and deliver training materials to enable decision makers and key front line staff to understand their accountabilities and responsibilities with respect to fraud prevention, detection and reporting
• conduct fraud risk assessments
• train, mentor and support the regional network of Fraud Focal Points
• support all areas of the organisation in managing fraud-related issues
• support the Head of Fraud Management to embed fraud awareness and a culture of zero tolerance
• provide support and advice to non-specialist employees such as members of the ‘fraud faculty’ and management teams in country
• represent Save the Children International at external professional knowledge groups
Other specific projects
• project manage specific projects as detailed by the Head of Fraud Management, e.g. strategic donor reviews regarding fraud reporting requirements
• participate in cross-functional projects as required
• vacation cover for other Fraud Management Team colleagues
