The IRC Jordan established a Cross BorderEconomic Recovery & Development (ERD) Unit in September 2015 to look at opportunities to support vulnerable Syrian families in southern Syria with short-term economic relief through cash assistance and longer-term economic resilience activitiesin the governorates of Dar’a, Quneitra, and Rural Damascus. The ERD team in the field is managed by the ERD Senior Manager, who oversees the day-to-day operation, implementation, and monitoring & evaluation of all economic related activities. The ERD Senior Manager manages the implementation of activities within the team and coordinates program activities with other sector programs. The strong integration between IRC’s ERD sector and other program sectors requires that the ERD Senior Manager work closely with the various sector managers to identify mutual interests and possibilities for collaboration.
 
Job Overview/Summary:
Under the supervision of the Cross Border ERD Coordinator, and working closely with the ERD technical advisors, and the various sector coordinators and managers, the ERD Senior Manager will support the implementation and reporting of all ERD program aspects as well as provide input for the development of new programs and approaches to scaling existing program models. Specifically, the ERD Program Manager will support the ERD Sr. Program Manager in exploring further development of partnerships with relevant market actors, local and international organizations and government offices; develop proposals and planning for program growth; and support the development of new, innovative, and market-based approaches to economic programs in line with the country Strategy Action Plan.
 
Major Responsibilities:
Technical Quality and Program Development
Advances IRC’s broader economic engagement by conceptualizing and implementing strategies to further engage private sector and economic stakeholders, including businesses, cooperatives, business support entities, local and national level government and NGOs

Through technical and management oversight, ensures a high quality of programming is being conducted on a day-to-day basis.

Ensures appropriate methodologies and technical approaches are developed for all program activities in line with the Outcomes and Evidence Framework - working with the ERD Sr. Program Manager and IRC’s Economic Technical Advisors to ensure global best practice to programming is applied.

Supports development of research agenda for livelihoods work along with ERD Sr. Program Manager, M&E teams and IRC’s Economic Technical Advisors.
 
Proposal Development, Grant Planning & Implementation
Supports the development of all ERD related proposals
Ensures regular field monitoring and modification to ongoing programming as required.
Ensures proper tracking of achieving indicators, and putting in place corrective plans when needed
Contributes to regular donor and internal reporting.
Works closely and coordinates with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in procurement, supply chain, grant and other meetings. Has budget authority to pre-approved limits and responsibility for budget development and compliance under the direction of the ERD Coordinator.
Provides direction and monitors staff and partners in implementation of their work plans and technical quality of activities
Identifying any need to revise logframes, and address any needed changes in program implementation
 
Human Resources Management
Supports the management of ERD staff dividing management duties of team with the ERD Coordinator
Sets specific goals and expectations and provide regular, positive and constructive feedback to staff
Identifying staffing needs to respond to program scaling up/down, and making sure that the structure is responding to program activities/needs
Identify the needs and accordingly builds capacity of the team in the identified areas
Maintains an open and professional relation with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
Ensures timely completion and submission of interim and annual performance reviews.
If/as required, identifies staff performance issues and works with Human Resources to document and address these in accordance with the National Staff Employment Policies
Responsible for adhering to IRC’s Global HR Operating Policies and Procedures
