Role and responsibilities

The overall objective of the NRC Jordan Youth Programme is to ensure that Youth become and remain active and engaged members of their communities, while employing a Do No Harm lens in terms of programme assessment and implementation.
NRC is developing a community based youth programme for Syrian refugees and vulnerable Jordanians. The NRC host community youth programme is expected to launch in Irbid or Mafraq Governorates during end 2016 and early 2017. NRC will provide access to structured learning and social engagement opportunities for Syrian and Jordanian youth. Opportunities will vary according to the diverse educational needs of the youth population, taking into consideration sensitivities of engaging youth and linking where possible and appropriate to opportunities to enter the workforce, return to education, pursue higher education and/or for personal, professional and social development.
The Technical Youth Officer for Curricula and Training is primarily responsible for developing curricula and learning materials for the start-up phase of the host community youth programme. The programme will include technical, lifeskills and employability training, as well as youth leadership and community engagement activities.
The Technical Youth Officer is responsible for carrying out technical support activities and liaison with NRC staff and community staff in the youth programme, as well as supporting developing tools for learning assessment and evaluation. The additional focus of the position is to assess and respond to facilitators’ needs in the NRC host community youth programme.
 
Generic responsibilities
- Provides direction, assigns tasks and gives instructions to staff, specifies their individual work plans and evaluates individual team members’ performance.
- Support assigned staff in their professional development, identifies training needs, support staff to achieve the objectives defined in their learning development plans.
- Monitor the progress of the team activities and ensures they are implemented conform planning, quality standards, budget and (donor) guidelines.
- Develop quarterly action plans with the assigned team.
- Ensure compliance with NRC policies CC tools, handbooks and guidelines.
- Ensure that projects activities target the needs of beneficiaries, explores and asses new and better ways to meet their needs.
- Represent NRC, liaison and collaborate with relevant local authorities and/or stakeholders.
- Define the specific programs learning outcomes expected to work on by teachers and achieve by students.
- Coordinate NRC staff to ensure that all activities are carried out with the active inclusion of all community members (especially girl children and adolescents, female and male parents, teachers and guardians and children with disabilities and special needs.)
- Work with project officers and the monitoring and evaluation unit to ensure that data is collected and recorded appropriately.
 
Specific responsibilities
- Develop training materials for the start-up NRC host community youth programme, including: youth technical training and life skills packages,  youth-led initiatives modalities, including training, mentorship, monitoring and support,  employability and work readiness training, including mentorship, monitoring and support
- Develop training modules for facilitators and youth peer educators, including facilitator monitoring and supporting tool and system
- Support development of M&E system to measure outcomes of student learning, personal development, community engagement and economic activities.
- Represent the host community youth programme within the Education technical unit to identify potential synergies and quality initiatives
- Liaise with the NRC Youth Programme (Camps) to ensure effective sharing of approaches, materials and lessons learned
- Inform programme development (focus on needs and opportunities) at site level, with strong basis in M&E
- Identify staff capacity building needs and relevant approaches to staff development
- Represent the host community youth programme at relevant technical discussions, including Education coordination groups when delegated.
