The overall objective of the NRC Jordan Youth Programme is to ensure that Youth become and remain active and engaged members of their communities, while employing a Do No Harm lens in terms of programme assessment and implementation.
NRC is developing a community based youth programme for Syrian refugees and vulnerable Jordanians. The NRC host community youth programme is expected to launch in Irbid Governorate early 2017. NRC will provide access to structured learning and social engagement opportunities for Syrian and Jordanian youth. This will include through provision of a range of ICT training and online learning delivered with partner Community-based Organisations (CBOs).

1. Role and responsibilities
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.
1. Ensure compliance with NRC policies, guidelines and standards
2. Ensure compliance with CC strategy, tools, handbooks, guidelines and standards
3. CC specific technical responsibility for implementation of technical activities of CC project(s)
4. CC specific technical responsibility for the quality control and monitoring of project activities
5. CC specific technical responsibility for project documentation of technical activities of CC project(s)
6. Provide specific technical support and capacity building towards project staff
7. Provide specific technical analysis and feedback to NRC representatives in coordination forums
8. Assess, promote and document ideas for technical improvement and further program development options
9. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Specific responsibilities
• Provides technical support to establishing IT and ICDL training with partnership with CBOs, including liaising with Technical Assistant/community staff focal points, training and monitoring of facilitators, and supervision of accredited ICDL exams
• Focal point for ICDL to follow up with applying accreditation conditions, fees process, and any related procurement.
• Provides support with ICT-related issues within the Youth Programme in Host Community areas.
• Focal point between Youth Programme and NRC ICT team for site ICT technical issues and developments
• Conducts analysis and prepares recommendations on ICT programme development (e.g. online learning, advanced ICDL programmes, ICT community service ideas), in collaboration with M&E, Youth team members, as requested by Host Community Youth Programme management.
• Reviews potential new ICT education projects (e.g. MOOCs, online Higher Eduation), and provides detailed recommendations and related SOPs and action plans
• Follows up the ICT programme implementation with partnerships (e.g. ICDL program with Specto Ltd, E-learning with EDRAAK platform, Ideas Box with Libraries without Borders etc) in Host Community areas.
