1. Manage overall project performance (safety, quality, scope, schedule, innovation, cost, communication, resource issues, risks and customer satisfaction), utilizing available resources and assigned project team.
2. Serve as client Site/Project Engineer for designated work areas as requested by the UNICEF team
3. Assist UNICEF in the inspection of materials, quality assurance testing and site inspections as requested by UNICEF and provide an inspection report to the UNICEF team through Program Manager.
4. Coordinate with UNHCR site planning team to ensure shop drawing approval and modification as required
5. Liaison with the consultant and contractor for the project performance.
6. Reports project status and performance data as required to management, project sponsors and other stakeholders.
7. Ensures strict adherence to all H&M Safety Policies, Procedures and Practices.
8. Daily control of the correct implementation of the different phases of the project in respect of the approved time schedule of the work;
9. Verify that the contractor plays all practices of law relating to the complaint to the contract;
10. Plan and coordinate the activities in the field in collaboration with the PM, site Engineers, site supervisors;
11. Take care of updating the general and detailed time schedule of the work (promptly report to the supervisor of any deviations from the agreed terms of proposing the necessary corrective action);
12. Assist the project manager in identifying the actions necessary to eliminate design flaws or executive;
13. identify and analyze the causes that affect the quality of the work and proposing to the project manager the appropriate corrective actions;
14. Control over the regular execution of the work with respect to the drawings and contract specifications;
15. Ensure that the security and safety rules are implemented;
16. Work closely with the community mobilization team and refugee representatives to ensure community mobilization initiatives, messaging and interactions are aligned with planned construction activities (ie share the needed information to make sure refugees are aware of the location of construction in their areas, blocked street due to excavation, any changes in WASH services schedule related to construction …etc.
17. Responsible for the cash for work recruitment in accordance with the methodology already in place and in coordination with the CfW program;
18. Responsible for the cash for work accountability;
19. Ensure all CfW procedures are rigorously followed on a daily basis;
20. Established CfW selection criteria are followed by all Site Supervisors;
21. CfW agreements and attendance sheets are collected, checked and submitted to the PM according to schedule;
22. All relevant documents and information is transmitted to the Data Entry Officer as established;
23. CfW payment is done according to schedule, in collaboration with the finance department;
24. Any irregularity is promptly reported to the PM
25. ACTED security procedures are respected in the site by contractors, Site supervisors and CfW;
26. Verification of the documents and personnel working as cash for work within the program;
27. Accompany the delivery of materials to ensure that they comply with the requirements and approved by the control structures in supplier quality;
28. Verification, before starting work, the materials, equipment and facilities are the one approved and agree by the contract to be used;
29. Control over the activities of subcontractors;
30. Agreed with the contractor on a weekly basis the area and the specific activities he will carry out on order to have a perfect coordination with the CfW.
31. Facilitate the discussion between the person appointed from the construction company and the CfW
32. Set up together with the PM a security tree in the different phases of the constructions in relation to the workers, the key persons and instructions to follow.
33. To collect photos of program implementation and ensure that donor visibility is respected;
34. Site Supervisors contact list is regularly updated and circulated, and recruitment / termination of team members is followed up
35. All Site Manager and Site Supervisors for the construction works respect ACTED working hours
36. Fridays and Saturday shifts of Site Managers and Site Supervisors are regularly scheduled and implemented
37. Asset, vehicle and communication needs for site managers and site supervisors are identified, tracked and reorted to FLATS teams and the PM as required
38. Maintain an efficient, organized system of paperwork and reporting for field work;
39. Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday;
40. Ensure and collect all the staff human resources documents and verify that are properly filled and timely sumitted to the programme manager
41. Monitor the quality of work done by staff under your supervision and their adherence to ACTED internal policies;
42. To perform other duties as requested by the project and country management team.
