Duties and responsibilities:
- Development, implementation and dissemination of new policies, procedures and recommendations concerning safety and risk management for GIZ staff in Jordan
- Efficient execution of all processes concerning safety and risk management for GIZ Jordan, according to GIZ rules and regulations
- Service orientation towards advising GIZ country and project management, project and country office staff, expatriate colleagues and family members, and GIZ visitors
- Maintaining and expanding a functional information network with key Jordanian government and police, military and security service authorities, and with other international civilian organizations (INGOs, UN offices, etc.)
- Collecting, documenting and analysing safety and risk management-relevant information in Jordan and the Middle East region with respect to effects on GIZ in Jordan
Major Tasks:
Information and Coordination:
- Monitors safety and risk management-related developments in Jordan and the Middle East region and develops or update and implements risk mitigation measures
- Disseminates internal and external information updates and incident reports
- Develops or updates and disseminates GIZ Jordan safety and risk management policies, procedures and recommendations (e.g., contingency and crisis planning and preparation, security guidelines, etc.)
- Develop and update Standard Operating Procedures for risk mitigation measures in Jordan
- Works independently within established policies and procedures, under the general direction of the Senior Security and Risk Management Advisor
- Pro-actively informs GIZ Country Director and/or the Senior Security and Risk Management Advisor about all incidents directly affecting GIZ personnel or projects
- Pro-actively informs all GIZ Jordan personnel about relevant safety and risk management-related developments and specific threats in Jordan
- Advises all GIZ personnel regarding all safety and risk management-related issues
- Monitors all procedures for overland travel outside Amman
- Ensures functionality of back-up/emergency communications equipment (e.g., sat phones)
- Conducts site security assessments of GIZ project offices
- Acts as the primary focal point for medical and crime-related emergency cases involving expatriate staff; assists with expatriate staff interaction with Jordanian medical or police/judicial systems
Liaison:
- Maintains and expands a risk management-relevant network in order to provide comprehensive information on the general situation in Jordan and the Middle East region
- Liaises with a range of actors (INGOs, UN offices, diplomatic community, Jordanian police and security services and Jordanian civil authorities) to maintain a current picture of the general situation in Jordan, with a particular focus on GIZ project areas (e.g., Irbid, Mafraq, Ma’an, Karak and Aqaba)
- Liaises with the German embassy in Jordan regarding the general situation, as well as specific threats to German organizations and/or citizens
- Develops and maintains contact with project security focal points in project areas outside Amman
Activities:
- Monitors current developments and analyzes them with regard to their influence on the general situation in Jordan and the Middle East region
- Maintains and updates a comprehensive contact list of all GIZ Jordan staff members, international consultants and duty travelers inside the country
- Briefs all new GIZ staff members, consultants and duty travelers, including newly recruited national staff, on the situation in Jordan and on GIZ Jordan risk management policies, procedures and recommendations
- Develops and updates GIZ Jordan’s risk management procedures and documents, including security guidelines, risk assessments, security briefing and emergency/contingency planning, etc.
- Ensures the implementation of GIZ minimum security standards
- Advises all GIZ Jordan personnel about threats to safety and mitigation measures
- Manages risk management-related SMS and email incident/information alerts
- Develops and updates a GIZ Jordan access map of GIZ projects’ ability to implement throughout Jordan
- Serves as focal point for all risk management-related training for GIZ staff in Jordan, liaises with training providers and ensures that all staff receive necessary training
- Coordinates effectively with colleagues in the GIZ Country Office, the projects and with safety and risk management advisors in the Middle East region and at GIZ Head Office
- Coordinates with GIZ project security focal points
