ORGANIZATIONAL CONTEXT AND JOB PURPOSE

With the emergence of the Syria crisis and the influx of Syrian refugees, WFP’s operations in Jordan have largely been humanitarian, focusing on meeting immediate humanitarian needs through food assistance. WFP’s Country Strategic Plan (2020-2022) signals a longer-term vision and strategic shift where additional emphasis will be put on supporting vulnerable Jordanians and refugees (both Syrian and from other nationalities) with resilience building through livelihood activities (training, income-generating opportunities, asset creation) to respond to structural and chronic challenges alongside shorter-term needs and humanitarian programmes.

Under its resilience building and livelihood activities portfolio, WFP Jordan pursues three outcomes: higher incomes and employment, increased resilience to shocks and enhanced value chains for four key target groups: youth, women, refugees and smallholders. In face of the critical water-food-energy nexus in Jordan, climate change adaptation and use of climate-smart technologies are core under the activities.

WFP intervenes in both rural and urban contexts and at three levels, namely household, community and institutional, in order to strengthen absorptive, adaptive and transformative capacities for resilience building and sustainable food security. The four main priority activity clusters are: disaster risk reduction and environmental management, sustainable market and enterprise development, climate-smart smallholder agricultural support, and social protection and seasonal safety nets.

This portfolio is characterized by four features: 1) community-focused (participatory approaches), 2) government-owned (government-led coalitions for operationalizing resilience at scale), 3) operational partnerships (shared principles, harmonized implementation methods and intervention areas) and 4) evidence-based (approach for demonstrating transformative impact). 

In order to be successful, this portfolio relies on four drivers for change: 1) convergence (of activities in the same geographic location targeting the same people), 2) concentration (of WFP and partner activities over multiple years), 3) coverage (is sufficient to match the scale of challenge), and 4) capacities (to support communities and governments in coalition-building and sharing of knowledge). 

 

WFP is looking for a Programme Policy Officer responsible for managing this resilience-livelihood-climate change adaptation activities portfolio (Activity 5 of WFP Jordan Country Strategic Plan). She/he will report to the Head of Programme and will oversee the operationalization of the Jordan Country Office resilience framework. Conceptualizing and designing integrated packages of activities and establishing and nurturing partnerships will be primary responsibilities, along with helping raise and secure multi-year funding.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Programme Policy Officer will be responsible for the following duties: 

1.   Assess the strengths and weaknesses of on-going/recent WFP livelihood support activities/projects and lead the evidence-generation/lessons-learnt/evaluation exercise. 

2.   Define WFP value proposition in terms of resilience building/livelihood support/climate change adaptation around the food security-water-climate nexus and articulate it in a position paper.

3.   Position WFP vis a vis the Green Climate Fund’s National Designated Authority. 

4.   Review current partnerships and identify opportunities of new ones. Establish and nurture partnerships with relevant institutional stakeholders (Ministry of Agriculture, Ministry of Environment, Ministry of Labor, Ministry of Water, Chamber of Commerce, Specialized research centers, Universities…), international stakeholders (World Bank, bilateral development agencies …) and civil society organizations and local private sector. 

5.   Strengthen the connection between WFP’s resilience building positioning/interventions and other organizations’ projects and initiatives to optimize convergence, concentration, coverage and capacities and ultimately maximize the impact of our interventions.

6.   Conceptualize and design integrated packages of activities in close collaboration with relevant partners. 

7.   Lead on the development of project concept notes and funding proposals for livelihood activities (including preliminary assessments) in order to secure multi-year funding.

8.   In order to achieve the above, act as the strategic leader and technical advisor to the team responsible for the operationalization, implementation of the livelihood projects. Involve and solicit the team members for the value proposition definition and project proposal development as per needs. Manage and mentor the team responsible for the implementation of the resilience-livelihood-CCA projects. 

9.   Provide technical expertise, coordinate, supervise and ultimately assure the quality of the work of Activity 5 staff and cooperating partners. 

10.   Lead on the evidence generation agenda, in close collaboration with the VAM-M&E unit, in order to measure the medium to long-term benefits of any future intervention, with a focus on sustainable impact, socio-economically and environmentally speaking.

11.   Strengthen the connection between WFP’s resilience-livelihood-CCA interventions with other WFP activities and institutional capacity building initiatives, including emergency assistance, social protection, disaster risk reduction (DRR) and emergency preparedness and response (EPR), school feeding, innovation for food security and vulnerability assessment and mapping (VAM). 

12.   Actively work on integrating youth, gender and social inclusion strategies to promote gender equality and social and youth inclusion for sustainable livelihoods programming

13.   Actively contribute to national inter-agency processes and working groups related to livelihoods and climate change to ensure collaboration and alignment among agencies

14.   Prepare evidence-based and story-telling reports and communication materials, conduct briefings on initiatives and projects, and organize after-action reviews and document lessons learnt and best practices in resilience-livelihood-CCA programming.

15.   Perform other related duties as required.
