For our ongoing project in Syria, we are currently looking for a suitable Monitoring & Evaluation section Head.
Task description: The SRTF was established for the financing of reconstruction activities to rebuild the country and alleviate the suffering of the Syrian people as a result of the ongoing conflict. The SRTF was created to provide the international community with a vehicle to offer financial support to the National Coalition for responding to the needs of the Syrian people. The Management Unit (MU) was established to manage the Fund and its allocations to projects addressing reconstruction, recovery and stabilization to alleviate the suffering of the Syrian people.
General
Under the guidance and supervision of the Director General (DG) and the Chief Operations Officer (COO), the Monitoring and Evaluation (M&E) Section Head provides the necessary monitoring and reporting on the project and services implementation through an evaluation based on the logical framework matrix ensuring transparency and accuracy of projects and resources of the SRTF programme. The M&E Section Head promotes a quality and results-oriented approach and maintains strict confidentiality in the Section. He/She works in close collaboration with the field coordination staff of the Management Unit (MU) as well as with the Independent Monitoring Agent (IMA) to exchange information and ensure consistent and reliable M&E reporting.
Key responsibilities include but are not limited to the following:
Lead the design and, when necessary, modification of indicators and procedures of M&E of the Fund’s efforts, activities and outcomes incl. a results-tracking system, as well as of templates of reporting in physical progress and train staff on site in its application;
Supervise the implementation and results of the Fund’s M&E procedures, and develop modifications as required, especially for new financing windows and types of projects to be assigned to the scope of work of the Fund;
Lead the design and, when necessary, modification of surveys for the evaluating programme outcomes (and, when possible, impacts) on the target population;
Lead the design and development of key M&E tools and systems incl. mapping systems, analysis and reporting tools and systems such as databases, etc.;
Supervise the M&E Section with specific focus on maintaining programme-wide consistent implementation of the Fund's M&E procedures, suggesting modifications as required;
Engage with SRTF Implementing Entities (IEs), as-needed, to (a) inform IEs of their reporting obligations and SRTF standards, (b) ensure reporting adequacy and alignment with the SRTF M&E procedures, indicators, etc., (c) discuss lessons learned and develop implementation strategies to minimise similar challenges from arising in the future, and (d) any other business that may arise;
Engage with the Independent Monitoring Agent (IMA) and ensure consistent and regular IMA activities whenever and wherever feasible;
Develop ad hoc Terms of Reference for the IMA to implement deep-dives into e.g. impact and lessons learned on the use of SRTF funds;
Use field resources (e.g. FCOs) as-needed for data-collection duties;
Manage key M&E staff on duties above;
Ensure that the M&E Section provides SRTF donors and other key stakeholders with the information they need to facilitate evidence-based decision-making;
Report to the COO, or the designated officer; On specific issues determined by the COO, the incumbent will also inform/ report and support the office of the Director General (DG).
