The role of the Program Manager will be to take responsibility for the overall implementation of the project work plan and budget, including supervision of staff working on the project, to ensure the program achieves its objectives. Your main duties and responsibilities will be:
Project Management
● Participate in monthly project coordination to discuss program progression as well as highlight any challenges with refinement and implementation. Additionally, take the initiative to seek ad hoc technical guidance if/when necessary.
● Lead the inception of the program, with a willingness to take on more of the field-based work until other project staff are hired and trained. This may include:
o Engage members of the household to explain the program interventions and goals in detail
o Lead the targeting and selection process of participants, will technical guidance from external partners
o conduct training for project staff including on coaching tools
o Contribute to the finalisation of the project proposal document after the project design visit is concluded in late August / early September
● Oversee implementation of activities and ensure that planned activities are delivered on time, on budget, and in compliance with Grant Agreement regulations
● Lead overall coordination of the graduation model components and give the strategic directions and management of the implementation
● Research best practices, tools, manuals, and templates for the graduation approach that can be customized for the pilot context in Gaza / Jerash Camp, Jerash
● Provide ongoing oversight, management, and status reporting of the program budget to the Executive Director:
o Lead on cost-effective financial management of the program budget including development, approval, and regular monthly expenditure tracking, accounting, and reporting
o Monitor program progress against both programmatic and budgetary targets, making adjustments to program design
● Ensure all interventions adhere to NECCCRW’s Code of Conduct and Child Safeguarding Policy as well as Do No Harm principles, and beneficiary accountability standards
Team Management
● Lead recruitment of a Coaching Supervisor, and Syrian and Palestinian community-level coaches
● Provide staff support and supervision including performance reviews
● Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular meetings;
● Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
● Oversee the development and implementation of private sector engagement strategy covering: building and managing relationships with local service providers supporting participants in the graduation project, trainings on curricula co-creation, creation of internship/apprenticeship and accelerating the creation of employment and livelihoods opportunities
● Ensure team member compliance with security procedures and policies as determined by NECCCRW
Data Collection, Monitoring and Reporting Responsibilities
● Be responsible for the delivery of high-quality evidence-driven reporting as per Grant Agreement requirements, the information and monitoring needs of the program team, and to provide an evidence base for future funding proposals
● Establish and maintain effective reporting, evaluation, and communication systems
Representation and business development
● Liaise with the technical partner, and the donor partner, Act for Peace, regarding project planning and implementation
● Identify, build and manage collaborative partnerships with NGOs, international agencies, private sector partners, local governments and other stakeholders to share learning and ensure collaboration and understanding regarding best practice in the graduation approach
● Represent NECCCRW at relevant events and meetings with the humanitarian cluster system, donors, technical partners, stakeholders and private sector actors,
● Lead the development of funding proposals to seek financial resources to expand the pilot to increased numbers of households and geographic areas
