Job Purpose
Under the supervision of the PSEA Officer and the management of the Protection Technical Coordinator, the PSEA Assistant participates actively to the implementation of ACTED’s PSEA Policy and the PSEA Strategy and action plan for the whole mission.
The PSEA Assistant supports the Senior PSEA Officer in ensuring that PSEA is upheld in all ACTED operations, projects, and activities through the technical guidance to managers and field staff, the development of practical tools adapted to the context and sectors of programming, the identification of mitigation measures, and the capacity building of ACTED Staff on PSEA and other relevant safeguarding issues. She will be responsible as well for supporting the development of awareness materials on PSEA and reporting channels for the communities, beneficiaries, stakeholders and ACTED’s staff. The PSEA Assistant will actively be engaged in providing some of the trainings developed and support for tracking all trainings conducted at mission’s level. The PSEA Assistant will also assist the PSEA Officer for conducting interviews with female complainants and survivors and will be responsible for follow up calls with them.
In liaison and/or support to the HR Department (or when existing female PSEA Focal points), the PSEA Assistant will also be responsible for conducting focus group discussions and meetings with female employees across the mission to discuss working conditions and identify concerns if any.
Objectives:
- Participate to the development of PSEA and safeguarding related tools and monitor their implementation
- Participate to the capacity building of ACTED staff to increase their capacity to fulfil standards and expectations on PSEA
- Contribute to developing awareness materials for communities and for staff
- Assist the PSEA Officer during interviews with SEA female complainants and survivors and responsible for following with them
- Conduct FGDs and individual meetings with female staff in all bases
- When requested, represent ACTED in external meetings and trainings related to PSEA
Duties and Responsibilities
1. Capacity building
a. Under the supervision of the PSEA Officer, plan and deliver PSEA training to ACTED staff on the values and standards of behavior expected, on how to take and action on SEA complaints.
b. As requested by the PSEA Officer, ensure that all training materials are available in both English and Arabic (and in turn translated as necessary).
c. Collect every month from the different Focal Points the trackers of all PSEA trainings conducted in different bases and report back on the general tracker of trainings.
d. Update when relevant the Focal points list per base with the relevant roles and responsibilities of each of this focal point.
e. May participate to the development of training materials on PSEA and on other relevant safeguarding issues.
2. Monitoring of risks and implementation of mitigation measures
a. Support the Senior PSEA Officer for the development of tools including checklists with key mitigation measures per sectors and activities
b. Support in monitoring the implementation of the tools and mitigation measures
c. Through the supervision of the Senior PSEA Officer, support for developing awareness-raising materials on PSEA and when relevant awareness sessions, adapted to the context of different locations.
3. SEA investigations and referrals
a. Participate and assist the PSEA Officer during interviews conducted with female complainants and survivors. Support in taking notes during the interviews.
b. Responsible, under the supervision of the PSEA officer, to conduct follow up calls and communication with complainants and survivors.
c. Update the follow up tracker and document any update from the follow up by writing and submit them to the PSEA Officer
d. When requested, support for referrals of survivors to services identified ensuring follow up on the referral, and that confidentiality and safety principles are followed during the process
e. Support for preparation of translation of evidence gathered under the investigation process, and translation of other documents as requested.
- Participate to the development of a service mapping for referrals of SEAH victims (medical, psychological and psychosocial support, case management, etc.). Ensure that the mapping of critical services is regularly updated.
4. External representation
a. When requested, ensure representation of ACTED to the PSEA Network meetings
b. Participate in the PSEA Networks workshops, TOT and other trainings planned by the Networks
5. internal communication
a. When requested, support in the development of internal quarterly factsheet highlighting activities, results, and best practices on PSEA and thematic factsheets when needed
b. Submit monthly report to the PSEA Officer on progresses and results of activities and ensure regular communication with the PSEA Officer
The PSEA Assistant has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The PSEA Assistant has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEAH Policy and report any safeguarding concern such as breaches of organizational policies or code of conduct according to ACTED’s procedures. The PSEA Assistant carries out work duties in a way that does not harm children, vulnerable adults and other staff and volunteers.

· Number of training sessions on PSEA delivered to ACTED staff

· % of program sectors with a checklist of key SEA mitigation measures
· % of complainants and victims who received appropriate follow up
