Background:
The USAID Business Growth Activity (USAID BGA) will enable Jordan’s small and medium enterprises (SMEs) to improve their productivity and competitiveness, create new jobs and innovations within a range of sectors, and advance Jordan towards a more prosperous, resilient, and inclusive future. Through a series of evidence-based interventions, the USAID BGA will support these enterprises with direct firm-level assistance and broad-based capacity building programs to mobilize millions in capital and address constraints through advocacy and public-private dialogue that complements USAID’s policy reform initiatives. The activity strives to allow growth-oriented small and medium enterprises to reach new markets and buyers, increase collaboration along value chains, and improve efficiency and quality to meet demand. The activity will empower these enterprises to access tailored and competitively priced debt, equity, and new hybrid financial products to operate within a more responsive business environment better informed by public-private dialogue and advocacy. This will allow small and medium enterprises to engage women, youth, and persons with disabilities and increase sales, exports, and broad-based job creation.
Objective:
Through the provision of technical assistance (TA) and facilitation of catalytic financing, the USAID BGA’s Financial Transaction Unit’s activities are focused on SMEs’ access to capital for survival, sustainability, and growth. USAID BGA intends to collaborate with private sector capital providers, government and quasi-government entities, other donor programs, and broader stakeholders to improve the efficiency and effectiveness of access to capital resources and to help bridge the gaps between the supply and demand for capital. Its overarching investment facilitation approach will focus on identifying and supporting engagements between eligible SMEs in Jordan and investors or potential partners in Jordan or elsewhere. The approach is aimed at improving the business enabling environment and capacity building within the local ecosystem.
Roles and Responsibilities:
Director/Lead will focus on the development of the financial transaction unit. This will include the following tasks:
1. Deal-making engine: Lead and continuously improve the USAID BGA’s FTU efforts to mobilize private capital through the structuring of innovative financial products that draw on private, government and donor monies and through the provision of financial advisory services to businesses seeking growth capital and investors. This will entail working on financial analyses and due diligence, engaging with capital providers (debt, equity, and hybrid), advocating the use of existing financial products, and designing new ones. This effort will involve working with regulators and aim to bridge gaps, real and perceived, between funding seekers and providers.
2. Financial technical assistance: Design and mobilize TA to help companies with financial management, cost accounting, cash flow optimization, and access to finance.
3. Grant funding: Design and oversee innovative ways to use USAID BGA grant monies. This could include usage of grants to lower the cost of capital, reduce transaction fees, or substitute for collateral requirements.
4. Policy and regulatory constraints: Identify firm-level financing constraints for SMEs and startups, with input from capital seekers and providers, intermediaries, and regulatory bodies. Diagnose bottlenecks and propose solutions.
5. Relationship management and coordination: Coordinate USAID BGA activities with the USAID and its portfolio of other economic development programs, other development partners, Jordanian government institutions, associations, chambers, and businesses themselves.
6. Reporting: Lead the design and drafting of the annual plans, quarterly reports, weekly reports, and any other reports required to convey the planning of activities and the outcomes of the FTU’s efforts. Being responsible for the achievement of annual targets will entail ensuring the quality, timeliness, and completeness of pre-determined deliverables.
7. Manage a team of 3-5 finance professionals, as well as short-term financial consultants and subcontractors.
8. Present USAID BGA in public meetings, as needed.
9. Other tasks as requested by the Chief of Party.
