PACES is seeking a highly qualified and dedicated Regional Monitoring & Evaluation (M&E) Manager to lead its M&E development. Reporting to the Director of Strategic Planning and Organizational Development, s/he will be responsible for establishing the best M&E practices and approaches within the program in Jordan, Lebanon, and Palestine. This is a new position in the organization which has been formed to design and support the integration and management of a new M&E framework.
Responsibilities:
- Participate in project design and develop performance and impact indicators and targets.
- Manage the M&E process for PACES program in Palestine, Jordan, and Lebanon.
- Lead the design and implementation of program M&E framework.
- Develop, review and update M&E system and plan on a regular basis to ensure relevance to programme goals, objectives, and to PACES overall strategy.
- Monitor activities, outputs, and progress toward results.
- Plan and oversee regular data collection across the three countries and assign means for collecting data to monitor the progress of defined indicators under the broad reporting framework.
- Perform data verification on a regular basis to ensure accuracy and quality of data gathered.
- Lead the analysis of collected data for evaluation of development and areas of enhancement.
- Direct the M&E reporting processes between staff and prepare consolidated reports, encourage knowledge sharing of lessons learnt amongst staff and with relevant stakeholders.
- Deliver support to staff in the three countries for the M&E of all activities
- Review and modify existing evaluation systems and tools as needed. Prepare new M&E evaluation forms, and incorporate M&E tools that support program implementation.
- In keeping with the annual M&E plans, conduct quarterly, mid-term and final evaluations.
- Lead in the improvement of and reporting against a Theory of Change.
- Ensure proper flow of information with country offices and sharing of the M&E findings with relevant key staff.
- As needed, assume field visits in coordination with country managers to help in the execution of M&E and to recognize where adjustment is required.
- Prepare and assign field visit reports with relevant staff.
- Design and deliver systematic trainings to program staff in Jordan, Lebanon, and Palestine to promote relevant use of suitable data collection methods and to generate better understanding of reporting requirements.
- Collaborate with staff in the three countries to generate better understanding of incorporating M&E into each activity.
- Support in the development of other reports as required and with the direction of the senior management either for internal or external use to communicate the program’s outcome and impact across the different program components.
- Oversee monthly progress reports for each country and cooperate with other team members to prepare narrative and financial donors’ report.
- Assist country managers in creating M&E work plans, and assist relevant team members in drafting donor program proposals.
- Other duties as assigned.
