DIMENSIONS:
• The successful Assistant Public Health Engineer will represent Oxfam on site and be part of a team responsible for the supervision of contracted works across multiple sites as directed by the Public Health Engineering, ensuring a high quality of construction by the contractors, facilitating smooth delivery of the projects and ensuring that strict health and safety procedures are adhered to at all times.
• In addition, and as needs arise, you will be a part of the emergency response team, responsible for installing light, rapid and simple toilet, shower, handwashing and water collection facilities, and concrete WASH blocks. The scope of work will vary depending on the circumstances.
• You may be requested to join in assessments of water, sanitation and hygiene facilities within Northern Jordan.
• As an Junior Engineer you will have a basic knowledge of Civil Engineering and it’s various components.
• You will be a part of the site supervision team consisting of Site Engineers, skilled persons (Mason, Plumber etc) and the maintenance manager and team.
• Set performance objectives with your line manager.
• Work patterns are not routine and often high pressure.
• Flexibility, Willingness to learn and enthusiasm for humanitarian work
KEY RESPONSIBILITIES:
Programme Implementation
1. To join in supporting the assessment of emergency needs, as requested.
2. To liaise closely with the Public Health Promotion, Social mobilization and Solid Waste management Teams throughout the implementation stages of the Public Health Engineering Programme. Hygiene promotion is a vital element of such public health engineering programmes
3. To report verbally and in writing to the Public Health Engineer as requested.
4. To contribute to the development of on-site Drawings in AutoCAD.
5. To conduct daily quality and quantity checks and record all work in the appropriate forms provided by the Public Health Engineer.
6. Entry or work done information into relevant spreadsheets for work and progress tracking.
7. You will receive training and be expected to abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
8. Production of installation reports in collaboration with the contractor’s representatives.
9. Liaise with contractors and their selected suppliers (roofing materials, blocks, doors, windows, tiles, sanitary wares etc), ensuring all items are designed, manufactured, assembled and commissioned in line with agreed project specifications and fit for purpose.
10. With the guidance of the Public Health Engineer, ensure that health and safety monitoring is incorporated into all daily site supervision activities.
11. Maintain a good relationship with the selected contractors and sub-contractors and community committees
12. To ensuring that rebar spacing and layout is in line with agreed drawings
13. To contribute to non conformance reports.
14. Contribute to a photographic diary.
15. Document and liaise with contractors during the works defect retention period to ensure that remedial works are carried out as per the contract agreement.
16. If requested by the WASH Coordinator, participate in assessments of existing water, sanitation and hygiene facilities in Northern Jordan.
Coordination
17. Actively participate in team meetings.
