Background/IRC Summary: Founded in 1933, the International Rescue Committee responds to the world’s worsthumanitarian crises and helps people to survive and rebuild their lives.
Working in coordination with the humanitarian community the IRC has been providing assistance from Jordan to vulnerable peoples living in southern Syria. The IRC’s assistance to southern Syria program, thus far, has consisted of providing health-related services to people in need. Recognizing that the vulnerabilities of people living in southern Syria also includes economic insecurity, the IRC will begin to work with sub-partner organizations to provide NFIs and a limited pilot program of voucher-based cash assistance to households living in southern Syria.
Job Overview/Summary: The Cross-border Economic Recovery and Development (ERD) Officer will work closely with the Senior Manager - Cross-border ERD to support the implementation of ERD activities through the selected sub-partner organization(s). This will include working with both the sub-partner and the IRC Sub-Partner team to ensure that the selection of beneficiaries and distribution of the vouchers\NFIs takes place according to the agreed process and timeframe and is in compliance with IRC policies and procedures. The ERD Officer will also work. The ERD Officer should be committed to supporting the implementation and monitoring of the ERD cross-border program, and will be expected to feed into future programming design and implementation.
Major Responsibilities:
Program Implementation and Support
Support the implementation of the cash and NFIs component of the Cross-border ERD Program by:
Work with the Senior Program Officer for ERD Cross Border to provide line management to a team of ERD Assistants and organize and coordinate assessments and distributions.
Work with sub-partner(s) and Senior Program Officer to troubleshoot issues with the potential to affect program quality and required timeframe.
Work with sub-partners and ERD Assistants, located in southern Syria, to ensure program quality through the use of vulnerability criteria, voucher\NFI receipts, as well as assessment and intake forms
Work closely with the Cross-border Partnership Team and the ERD M&E manager to troubleshoot issues that arise with the sub-partner, including: compliance, program quality, and sub-partner capacity building trainings (remote or in-person).
Provide support to ongoing ERD activities, such as through overseeing tracking sheets, supporting procurement.
With technical support from the Senior Program Officer, serve as the line manager for the team of ERD Assistants based in southern Syria.
