The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 people are internally displaced and 12.2 million are in need of humanitarian assistance. There are more than 4 million Syrian refugees living in neighboring countries. This is no short- term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair. The IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by nearly 1300 staff, IRC’s Syria Response Region (SRR) is undertaking programs in Syria and neighboring countries of Jordan, Lebanon, Turkey and Iraq.
The Jordan country program, with a current budget of almost $50 million, operates in Jordan and cross-border in Syria. This position will be dedicated to cross-border work in Syria, which includes health, protection, livelihoods/vouchers, and works with a wide range of partners and sub-awardees
Job Overview/Summary:
Working within the IRC’s monitoring and evaluation unit, and in close collaboration with the Regional unit, the senior ICT4P Officer will support cross border programs in the development and roll-out of processes and tools. S/he will directly support the program staff who working on Data Entry and/or ICT support, providing daily support while also overseeing the transition from old to new systems and methods. S/he will also work closely with the Regional Coordinator and Program Officer of ICT for Programs, software developers and product managers to become an in-house expert for the IRC’s ICT4P applications for cross border programs.
Major Responsibilities:
 
Work with Program coordinators and managers to develop comprehensive project-specific monitoring electronic tools and forms to collect daily, weekly and monthly quantitative data.
Support the programs’ ICT4P staff and the programs’ staff in the use of the new technology systems and tools
Ensure the quality and security of data collected and maintained by the programs and lead field visits to check data.
Help compile and circulate weekly and monthly reports and dashboards that represents the collected data using reporting technology such as Zoho, Tableau and COMET(DHIS- 2).
Conducts testing of all tools prior to their finalization and approvals.
Create documentation and troubleshooting workflows to streamline support of software applications.
Create “How-To” documentation.
Compile and analyze user feedback regarding application usability and common issues. Provide this data in useful formats to application developers.
Provide Technical support for new ICT projects across the programs
Ensure the quality of the information management systems and a proper performance of the ICT infrastructure
Contribute to monthly internal and external technical reports relevant to programs
In collaboration with the regional ICT advisor, apply regional information management standards, policies and procedures to guide related activities
Explore new technologies and tools that can be used to improve the management of ICT4P projects in Jordan.
Technical support for IRC cross border Users for COMET and any related technology software.
Develop and follow up on a capacity building plan for the Programs teams to be trained in how to better manage data and use/develop data management tools.
Conduct meeting \ follow up with the Program officers and Assistants - data on a weekly basis to provide them with technical support and oversight on data management to ensure the maximum understanding for the different programs tools.
