The Finance, Administration and Human Resources Manager will be responsible for all the finance, accounting, taxes and cash processes, human resource management as well as for office administration in the Middle East Unit.
The Middle East Unit aims to manage and support MSF OCBA operations in strict link with the HQ in Barcelona.
FUNCTIONAL AND HIERARCHICAL LINES.
MAIN RESPONSIBILITIES:
FINANCES
1. Carry out the Finance management following MSF financial policy and procedures.
2. Guaranteeing that money administration procedures are followed in the Decentralised Unit
3. Guaranteeing accounting procedures are followed in the Decentralised Unit according to the guidelines based in the Accounting Unit
4. Following national legislation
5. Other accounting, finance and taxes related tasks
6. Promotes the expenses ethics at the Decentralised Unit.
HR Management
7. Responsible for ensuring the successful implementation of all HR policies and related processes for the Amman Decentralized Unit.
8. Manages all HR administration related tasks - from accommodation, to budgeting.
9. Perform and ensure the correct application of all payroll related procedures.
10. In close collaboration with the Head of Unit and relevant stakeholders, looks for the best options to avoid and/or solve any possible labour conflicts.
11. Stay abreast and aware of all changes to the relevant legislation.
Administration
12. Ensure compliance with MSF policies, procedures and tools, optimize the use of MSF resources and adapt to legal legislation in Jordan while reducing the risks for MSF.
13. Ensure the accurate drafting and follow up of all service contracts, including with respect to the legal framework.
14. Follow up and ensure all relevant legal and working documents exist and are renewed (office license, etc.) for the decentralized unit in Amman.
