Summary:
The Senior Regional M&E Manager will be a key member of a small unit providing technical and managerial leadership for the IRC’s regional M&E efforts. Those efforts including monitoring, measurement, learning, and - above all - making decisions and taking action based on data. The post-holder will contribute to an organizational culture shift from a focus on data being primarily for donor reporting to using data for decision making and action. This senior position requires coordinating M&E activities across countries in the Syria response region, providing M&E support to country program staff and working with country teams to ensure that data are of high quality and used effectively for decision making. The main objectives of the position are to provide M&E technical assistance to country programs and to lead the roll-out and uptake of global and regional measurement and M&E-related initiatives.
Major Responsibilities:
• Provide technical assistance and capacity building in the development of M&E tools, methods and systems to ensure that country teams are using the right tools and have the proper procedures in place to achieve both collection of high quality data and the effective use of those data
• Support country teams in the implementation of beneficiary counting practices according to SRR standards, and manage regional beneficiary count data
• Support country teams in the implementation of beneficiary complaints/feedback and response mechanisms according to established SRR standards, and manage the continual measurement and improvement of practices and standards across the region
• Assist the Regional Senior M&E Coordinator in the coordination of multi-country/cross-border projects’ M&E
• Provide independent quality control and adherence-to-standards checks of country M&E practices
• Actively participate as a member of IRC’s global Monitoring for Action team (made up of M&E staff from other regions and HQ) to ensure MfA expectations in SRR are met, and to ensure the global initiative moves forward in a way that benefits from SRR experiences and is contextually relevant to SRR
• Establish a regional repository of high quality monitoring tools
• Establish and promote the use of a regional repository of M&E learning, including research and evaluation results
• Work with technical HQ and country teams to prepare for, adopt and use IRC’s global data platform, called COMET
• Collaborate with ICT4P on other data management and M&E software systems development
• Analyze, interpret and present a variety M&E data at the regional level
• Support country teams in recruitment of M&E staff
• Undertake tasks delegated by the Senior Regional M&E Coordinator, as requested
• Deputize for the Senior Regional M&E Coordinator, as requested
