Purpose of the job:
The Finance Officer is responsible for maintaining financial, accounting, administrative and personnel services in order to meet legislative requirements and support municipal operations.
Duties and responsibilities:
1. Ensures all functions and program are performed within established budgetary parameters, monitoring revenues and expenditures in day to day operation.
2. Prepares financial documentation regarding accounting activities, Monthly, Quarterly and annual reports.
3. Maintain a strategic working relationship with team and all key departments.
4. Maintains general ledger by transferring subsidiary accounts; preparing a trial balance; reconciling entries.
5. Analyzing complex financial reports and records.
6. Documenting and monitoring internal controls in support of auditing team
7. Maintain & reconcile petty cash and the bank credit facilities from time to time.
8. Assist in budget preparation.
9. Assist technical team in preparing the activity brief and estimation cost.
10. Follow up with all activities and prepare an activity report including budget vs actual.
11. Follow up with account team to make sure all the relevant invoices and receipts are correct and posted in the QuickBooks.
12. Record and reconcile expenses against income and provide regular management reporting.
13. Ensure that all staff cash advances are properly reconciled, approved by line manager and charged to correct budgets lines.
14. Assist Finance Manager in preparation of monthly and other financial reports for donors.
15. Process accounts payables, obtain payment authorities, record in “software package” and prepare for payment, process online payments and record payments.
16. Reconcile all bank accounts & vendors.
17. Supervise and record all the data in the accounting software QuickBooks.
18. Prepare accruals as required and record in software.
19. Prepare monthly payroll, obtain approval and process to bank.
20. Maintain all payroll records.
21. Process leave records and accruals.
22. Prepare and Pay associated payroll payments e.g. income tax, social security, etc.
23. Prepare yearly Payroll reconciliations and Payment Summaries.
24. Support all other employer payroll related requirements.
25. Arrange all insurance cover.
26. Process claims and maintains appropriate records.
27. Support annual audits and returns.
28. Any other duties that serve EMPHNET and the finance department.
