The IRC began relief operations in Jordan in 2007 to respond to a massive influx of Iraqi refugees. Today, the IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming.
Job Overview/Summary: The Grants Manager is a key position supporting the Jordan refugee and cross-border programs. With the overall objective of ensuring high quality programming, the main goal of this position is to ensure effective grants management. This position will provide day-to-day management for a Grants Officer and will support the Grants Coordinator in the development of high quality funding proposals, programmatic and budgetary monitoring, compliance with donor and internal IRC rules and regulations, donor reporting, information management and grants management capacity-building efforts.
Major Responsibilities:
Supervise the Grants Officer and manage their performance as per IRC guidelines and in line with the agreed job description and performance objectives.
Support the Grants Coordinator in the development and coordination of high quality concept notes, proposals and budgets in the appropriate format for submission to HQ for review (through IRC’s grants management system) and to donors where applicable.
Support the Grants Coordinator in managing sub-grants with support from the Grants Officer.
Support the Grants Coordinator in programmatic and budgetary monitoring.
Lead day-to-day aspects of donor reporting processes and coordinate with Programs, M&E, Finance and other departments to ensure timely submission of quality narrative and financial reports.

Build grant management capacity of IRC staff in Jordan by facilitating training, and providing one on one follow up support in proposal development, sub-grants management, report writing, budgeting and other topics.

Support the Grants Coordinator in providing guidance and interpretation of donor rules and regulations, and monitor and facilitate compliance of programs with donor and IRC requirements, including program progress and adherence to objectives, submission of timely modification and extension requests, procurement and financial regulations and requests for derogations, etc.

Ensure quality information management through regular maintenance of grant files, reporting calendars, funding trackers, timely submission and updating of internal IRC documentation and other Grant Unit tools with support from the Grants Officer.

Assist the Grants Coordinator in preparing, reviewing and documenting memoranda of understanding, agreements and agreement modifications for the IRC Jordan country program.

Support the Grants Coordinator in the preparation, coordination and follow-up on grant meetings including grant opening, review and closing meetings, and ensure that meeting notes are taken at all times and disseminated to relevant staff members.
Overlooking government coordination and reporting processes with support from the Grants Officer.
Support the Grants Coordinator is responding to ad-hoc donor requests and in other key grants management, program development, communications and external relations activities as requested.
