The ICLA coordinator position within NRC’s Information, Counseling and Legal Assistance (ICLA) programme is a challenging humanitarian role responsible for overseeing the implementation of delegated ICLA project’s portfolio. NRC’s ICLA project provides information and counseling to Syrian refugees and vulnerable Jordanians on various topics including legal and civil documentation, housing, land and property rights and work rights both in field outreach and in NRC’s drop-in centers.
1. Roles and Responsibilities
The following is a brief description of the role.
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.
• Adherence to NRC policies, guidance and procedures;
• Contributes to ICLA strategy development, project proposals and provides inputs on needs and gaps;
• Manages and implements delegated portfolio of ICLA projects (field activities, work plans, strict adherence to timelines, budgets, project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality of implementation;
• Provides regular progress reports to PM, AM and CCS;
• Ensures that projects target beneficiaries most in need of protection, explores and asses new and better ways to assist;
• Promotes and share ideas for improvement and necessary changes in the activities;
• Ensures capacity building of project staff and transfer key skills;
• Liaises and collaborate with relevant local authorities and other key stakeholders;
• Promotes the rights of IDPs/returnees in line with the advocacy strategy.
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.
• Assists with start-up of ICLA Mafraq operations including establishing relationships with key stakeholders, identifying geographic and thematic areas for intervention, set-up of office, initiating partnerships.
• Recruitment, supervision and line management of ICLA staff, in cooperation with the ICLA Amman and Mafraq Project Manager.
• Coordinates the implementation of ICLA field activities, in cooperation with the ICLA Amman and Mafraq Project Manager
• Engages with CBOs/NGOS, including legal aid partners, and other relevant stakeholders to build and maintain partnerships aimed at provision of information and counselling on themes related to displacement;
• Stays abreast of contextual changes specifically related to ICLA programming;
• Ensures high level of programmatic synergy of ICLA activities with other NRC core competences in urban settings;
• Maintains an up-to-date system of internal ICLA technical guidance documents;
• Identifies staff capacity needs and addresses them with training, coaching and mentoring schemes;
• Coordinates drafting and ensures high quality of ICLA periodic technical reports, as well as other internal and external IEC and visibility materials;
• Oversees and ensures effectiveness of ICLA data management systems;
• Maintains a regular field activity monitoring system to ensure relevance and technical quality of information and counseling services;
• Coordinates ICLA’s interaction with internal and external referral pathways, ensuring high technical quality of referrals;
• Ensures the effective functioning of a mapping of services mechanism;
• Maintains an effective and transparent internal communication system;
