1. Team organisation and training
- He/she ensures adequate training of the volunteers under his /her supervision, defines schedules and works with the DPM and PM to monitor attendance.
- He/she identifies needs for training and capacity building and liaises with his/her PM/DPM to approve them.
- He/she ensures materials necessary for the volunteers are communicated to the PM/DPM to perform their duties efficiently.
- He/she ensures full mobilisation of the volunteers’ network.
2. Strategic planning
- He/she provides input for the design/set-up of the community mobilisation activities.
- He/she analyses and monitors CM operations in order to propose to his/her PM/DPM quality improvements and increased efficiency.
- He/she ensures strategy is communicated down to the volunteers and explained.
- He/she provides feedback based on field-evidence and discussions with volunteers to his/her manager in order to identify priorities.
- He/she identifies potential synergies and overlaps of ACTED’s community mobilization activities in the field with other community mobilization structure/actors in the camp to improve the scope of activities.
- He/she assesses community mobilization mechanisms and participation of the community representatives into the decision making process.
3. Community needs assessment and follow-up
- He/she follows up on the collection and response to complaints submitted through the field CM’s.
- He/she assists the community in identifying its needs and requirements and conveys them to his/her PM/DPM in order to ensure these are taken into account as far as possible into ACTED programs.
- He/she contributes to raising awareness amongst the community on WASH related issues.
- He/she ensures that the volunteers act as a bridge between ACTED programs, the community and builds constructive cooperation: ensures proper communication on ACTED programs and empowers the community members to build up endogenous solutions to overcome WASH related concerns.
- He/she encourages and stimulates full participation by all community members with special attention to the most vulnerable.
- He/she participates in the monitoring of beneficiaries’ satisfaction.
- He/she gathers and analyses feedback from the community and makes recommendations to his/her PM/DPM to adjust CM activities as required.
4. Organisation and planning
- He/she supports his/her PM/DPM in planning, organizing and designing the various activities necessary to the implementation of the community mobilisation strategy.
- He/she ensures all monitoring and reporting tools are correctly used.
- He/she implements communication strategies in order to help other teams efficiently convey necessary messages
5. Implementation of the CM activities
-He/she will identify new community representatives (individuals or committees) and build their capacities. These are - but not limited to: wash committees, district check point CfWs, community focal points, etc.
-He/she ensures the involvement of community mobilisers and outreach workers in the response to complaints / requests coming from members of the community.
-He/she informs through his/her network of community mobilisers and community outreach workers on any restraints or delays to ACTED’s programs, and works to find community based ways to mitigate these challenges.
-He/she works closely with Syrian SCMs and community mobilization team leaders to ensure programs are effectively implemented and provides feedback from their experience in the field to the PM/DPM.
