1. Background
The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organisation which provides assistance, protection and durable solutions to refugees and internally displaced persons worldwide. Since 2012, NRC has directly assisted more than 450,000 Syrian refugees in both camps and host communities in Jordan. NRC works across the shelter, basic needs, education and protection sectors in coordination with the government and other humanitarian and development actors.
The Syrian refugee crisis is increasingly affecting both Syrian refugees and Jordanian communities with one of the main and growing challenges related to lack of available and affordable accommodation in the areas hosting most refugees. Furthermore, Jordan’s per capita electricity consumption has increased significantly in recent years and the country is among the highest in the world in dependency on foreign energy sources. Due to economic growth and an increasing population, including from Syrian refugees seeking safety in Jordan, the energy demand is expected to rise.
Over the past 18 months, under the framework of the Renewable Energy and Energy Demonstration Projects, NRC has installed solar photovoltaic systems for schools and solar hot water systems for households with the aim to:
• Contribute towards meeting the renewable energy goals set by the Government of Jordan’s strategic guidelines for 2020 and raise awareness at both institutional and public levels.
• Demonstrate economic feasibility and technical efficiency of renewable energy through the implementation of full-scale projects at a local level and promoting integrated program approaches through partnerships with public, private and academia.
• Highlight the replicability of renewable energy through the establishment of a funds system sustained by savings made as a measure to overcome the high initial costs, identified as the main hindrance to unrolling renewable energy.
2. Objective
Production of a three minute motion graphic film with voice over that will
• Illustrate the achievements and impact of NRC’s renewable energy activities and the viability of integrating renewable energy initiatives within provision of humanitarian assistance
• Demonstrate the economic feasibility and technical efficiency of renewable energy to encourage the mainstreaming and replicability of renewable energy uses including among NGO responses in Jordan.
An English version of the film with Arabic subtitles is required.
The audience of the film is the international community, donors and partners, governments and the general public. The film will be screened in an end of project event and will be shared as a tool to illustrate and advocate for increased support for renewable energy initiatives.
3. Expected Outcomes
It is expected that the consultant will produce:
• A work plan and story board based on inputs from NRC Communications and Media Coordinator and the Shelter Specialist
o Draft 1: unedited rough version upon which NRC will provide initial inputs
o Draft 2: first edited version of film upon which NRC will provide substantive inputs
o Draft 3: second edited version of film upon which NRC will provide final inputs
• Final high res files of three minute film in English
• Four to six 30 second videos from the main film for use on social media channels
• Delivery of all source and raw files on hard drives
