Under supervision of the WASH Program Manager, the Project Officer for Hygiene Promotion and Community mobilization is responsible for overseeing the project activities for “Improving WASH facilities and hygiene practices for refugees in Villages 2 and 5 in Azraq camp”.
He/she directly reports to the WASH Program Manager, and is responsible for overseeing a team of up to 40-44 Community Mobilization and Hygiene Promotion volunteers in Village 5 and Village 2.
 
FUNCTIONS
1. Supervision
1.1 Organisation and planning
-responsible for planning and organizing the community mobilization and targeted hygiene promotion campaigns and activities in the camp, and allocating work amongst the team members.
-  planning and overseeing resources and logistical requirements for the implementation of the project activities, and reporting to WASH Program Manager the needs of the program.
1.2 Campaign development and activity design
- responsible for planning, implementing and monitoring activities to set Community mobilization and targeted hygiene promotion priorities, and to ensure the campaigns and activities are based on sound field-evidence are that they are implemented timely and with high quality standards.
-  engage in necessary research for developing best practice community mobilization and hygiene promotion methodologies and adapting them to the context of the project in Azraq refugee camp. As well, will be liaising and engaging with health promotion partners in the camp, to align programmes with approaches.
1.3 Performance and quality monitoring
-  responsible for performance and quality oversight of the team, to ensure that standards and indicators are being met. This includes designing and implementing quality and performance improvement systems, and capacity building initiatives as required.
1.4 Ongoing mentoring and on-site training of staff to ensure continuous improvement
- Skills development: the Project officer is responsible for the skills development of the IBV team through development, implementation and follow up of both class-room and field-level training and mentoring.
- Knowledge: the Project Officer is responsible for developing the knowledge of the team - both technically and by facilitating a reflective learning environment so the team strengthens their context-specific knowledge.
1.5 HR and time management:
- The Project officer, in collaboration with the Program Manager, is responsible for recruitment, conducting interviews, quality control and disciplinary measures, and overall HR oversight of the IBV teams.
- This includes implementing monitoring and reporting systems to monitor and report attendance, leave, etc, to ensure timely payment of IBVs.
- The Project officer should report immediately to the Program Manager and Area Coordinator concerning any HR issues arising.
1.6 Information:
-  sharing information both to the team and from the team to Area Coordination and other program departments.
2. Reporting
2.1 Performance reporting:
- collecting and compiling daily monitoring reports of the  team, including implementing systems to collect field-level information.
2.2 Ad-hoc reporting:
-  communicating issues, problems, challenges, or ideas to Coordination and to the Program Manager.
2.3 HR reporting:
- The HP Manager is responsible for ensuring that IBV systems are established and working well.
3. Communication and Coordination
3.1 Communication with community mobilization and hygiene promotion team:
- develop communications and reporting materials on community mobilization and hygiene promotion activities, including field-testing of IEC materials, interactive methodologies on specific activities and campaign content, contributing in particular on use of multi-purpose wash basins and general health promotion.
-  maintain open dialogue with all team members, and will treat all staff in a respectful way.
- The Project officer will keep regular communication with the Program Manager and Area Coordinator.
3.2 Cross-Programme communication:
- attend camp Working Group and coordination meetings as requested and will contribute to the liaison with other programs.
3.3 Community:
-  maintain good relations with key partner organization, stakeholders in the community and will be the referral point between the Program Manager and others.
4. Security
-  knowing the location of all teams at any point in time, maintaining regular communication with the team when in the field.
-  immediately reporting incidences to the ACTED Security Officer, Program Manager and Coordination.
- implementing and communicating security or evacuation plans.
 Post is conditional to confirmation of funding.
