Background/IRC Summary: Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.5 people are internally displaced and 12.2 million are in need of humanitarian assistance. There are 3.9 million refugees in neighboring countries - a number which increases by the day. IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, distribution of and core relief items, cash assistance, water and environmental health, and economic recovery. IRC’s work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
As the situation in Syria continues to deteriorate, organizations such as IRC increasingly rely on remote management in order to continue operating in insecure environments. Successfully delivering responsive and accountable remotely-managed programs inside Syria requires strong monitoring and evaluation systems to be developed and implemented.
Job Overview/Summary: Based in Amman and reporting to the Economic Recovery and Development (ERD) Cross Border Monitoring Manager, the ERD Monitoring Manager will provide overall leadership and management during the startup and growth of the program. The Monitoring Officer will work with IRC colleagues to develop and implement systems for monitoring and evaluating the effectiveness and impact of cash vouchers, NFIs, and livelihoods programming.
Major Responsibilities:
M&E STRATEGY AND DESIGN
• Setting up of M&E systems according to the program logical framework, and of appropriate accountability mechanism.
• Review indicators, and develop reporting tools that meet the requirements of the program in order to measure achievement against the indicators.
• Ensure understanding of monitoring and its implementation by staff. Support baseline surveys including reviewing tools, training and implementation.
• Ensure the collection of timely and accurate routine program monitoring data. Check and ensure data quality.
• Keep track of data received and source documents establishing an effective filing system.
• Analyze data and prepare reports on M&E findings as required.
• Work with program and M&E staff to define appropriate evaluation exercises aimed at assessing program outcomes.
MONITORING AND FEEDBACK IMPLEMENTATION
• Support ERD monitoring initiatives, using the ERD team inside Syria as needed, including tool design, data collection, and analysis.
• Support ERD needs assessments, baselines, impact studies, case studies, internal end-of-project evaluations, as well as other evaluation efforts.
• Follow up on feedback mechanisms to track and report on beneficiary feedback for ERD component.
• Maintain a library of ERD specific monitoring tools.
• Work with IT staff to utilize and improve database system and field-based entry and beneficiary tracking systems for easy aggregation across projects, as well as disaggregation across demographic fields.
• Develop and implement, with the program team, strong project tracking, record keeping, and filing methodologies for all cross border ERD activities.
STAFF MANAGEMENT AND DEVELOPMENT
• Coach and train staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
• Contribute to learning activities with staff and document program learning for sharing with relevant stakeholders.
• Provide constructive feedback and counsel on appropriate career paths and professional development.
CAPACITY STRENGTHENING
• Work with the program team and Capacity Building Team to develop and implement training modules and workshops for IRC partner organizations working on ERD.
• Identify training needs, organize and lead appropriate training sessions.
• Provide mentoring and capacity building trainings to M&E team members inside Syria.
• Give feedback to ERD Monitoring Manager to improve the overall quality of IRC M&E systems.
