1- Distribution organisation and planning
The Team Leader is responsible for overseeing assistance to vulnerable refugees in Vulnerable Outreach Communities through distributions. Specifically, he/she will:
- Organize activities and allocate team work in his/her area, in accordance with Winterization activities
- Have a good knowledge of his/her geographical area and target beneficiary group.
- Assist the Emergency Response Project Manager with the development of a clear distribution methodology;
- Oversee the identification of beneficiaries and ensure that this is done in line with the agreed on criteria;
- Supervise and organize beneficiary registration and the preparation of beneficiary lists;
- Supervise the mobilization of beneficiaries and attend meetings and information campaigns with community leaders, local authorities and other stakeholders that inform them about distribution plans;
- Serve as the ACTED focal point for community leaders and local authorities:
- Collect detailed information on distributions by other organizations in ACTED target areas and report this to the Emergency Response Project Manager;
- Support the Emergency Response Project Manager, the Logistics and the Security Department to assess and select potential distribution sites;
- When requested by the Emergency Response Project Manager, lead pre-distribution meetings with distribution partners (if any).
2. Distribution Monitoring
- Assign specific distribution responsibilities to staff;
- Brief all distribution staff on distribution flow, responsibilities, the chain of command, and emergency exit strategies;
- Place stock requests and arrange transportation and the pre-positioning of the stock for distributions with the support of Logistics;
- Ensure all required documentation and forms (e.g. framework/voluntary agreements for casual workers, beneficiary identification lists, and distribution tokens) are printed and available for the distribution.
3. Data Management
- In collaboration with the Emergency Response Project Manager, work with the Data Entry team to efficiently input data collected so as it is in useable form;
- Review and refine reports on distributions and assistance provided to beneficiaries;
- Ensure that all relevant project information is saved and accessible on the Mafraq server.
4. Regular communication
- Direct weekly team meetings to reach decisions on programming;
- Attend regular community meetings in the areas targeted;
- Attend Winterization meetings;
- Coordinate with other programs serving vulnerable Jordanians, refugees and/or asylum-seekers that may be complementary or synergistic;
- Liaise with the Government Liaison and Referrals Officer to ensure that all referrals are processed efficiently and followed up on;
- Establish good and regular communication with project beneficiaries, ACTED partners and service providers;
- Establish good communication and coordination with all ACTED departments (WASH, AME, Social Mobilization, PD, etc.) and other project staff;
- Strictly follow the ACTED internal procedures and guidelines.
5. Child protection policy
- Ensure all relevant staff adhere to the child protection policy and code of conduct, and that any breach of policy or conduct is reported to the line manager.
6. Reporting
- Be responsible for the production, dissemination and storing of reports relating to distribution.
6. Security
- The Team Leader is responsible for the safety of his/her team and is responsible for knowing the location of all team members at any point in time, and to maintain regular communication with the team when in the field.
- The Team Leader is responsible for immediately reporting incidences to the Security Focal Point and line manager.
