1. Distribution planning & Community Mobilisation
The Field Monitor is responsible for directly assisting vulnerable Jordanians in Host Communities and Syrian refugees in Vulnerable Outreach Communities through distributions. Specifically, the Field Monitor will be expected to:
- Assist the Team Leader and Project Manager with all project activities so as to ensure sound implementation;
- Identify potential beneficiaries - ensure this is done strictly in line with approved processes;
- Register selected beneficiaries and prepare the beneficiary database and the beneficiary list;
- Mobilize beneficiaries and conduct meetings and information campaigns with community leaders, local authorities and other stakeholders so as to inform them about distribution plans and details;
- Conduct on-going outreach to beneficiaries that relates to distributions.
2. Distribution Monitoring
- Manage crowds at the distribution site;
- Verify the eligibility of beneficiaries following ACTED processes;
- Communicate any delays in the distribution process to waiting beneficiaries;
- Direct beneficiaries to the Help Desk, if necessary;
- Distribute commodities to eligible beneficiaries;
- Monitor beneficiaries to ensure they collect the commodities assigned to them;
- Engage with beneficiaries to identify potential conflicts and mitigate them via clear communication;
- Manage the beneficiary list to ensure it is properly filled in and that each beneficiary signs for commodities received;
- Inform the Team Leader promptly of any challenges, problems and bottlenecks during distributions.
3. Data Management
- Support with data entry after distributions as required;
- Support with data analysis and reporting when called upon;
- Submit accurate and detailed reports to the Team leader give detail on distributions and assistance provided to beneficiaries during distributions;
- Ensure that all relevant project information is saved and accessible on the Mafraq server.
4. Regular communication
- Participate in weekly team meetings to reach decisions on programming.
- Attend regular Community meetings in the areas targeted.
- Coordinate with other programs serving refugees and asylum-seekers that may be complementary or synergistic. Refer beneficiaries as required.
- Establish good and regular communication with project beneficiaries, ACTED partners and service providers;
- Establish good communication and coordination with all ACTED departments (WASH, AME, Social Mobilization, PD, etc.) and other project staff;
- Strictly follow the ACTED internal procedures and guidelines.
5. Child protection policy
- Ensure all relevant staff adhere to the child protection policy and code of conduct, and that any breach of policy or conduct is reported to the line manager.
6. Reporting
- Together with the Team Leader, be responsible for the production, dissemination and storing of reports relating to distribution. Specifically, this includes maintaining signed records of engagement and the activities carried-out with the community.
7. Security
- The Field Monitor is to regularly communicate his/her location and that of his/her team to the Team Leader;
- The Field Monitor is to report any incidents to the Team Leader.
