Summary:
The Governance Officer(s) will assist with high quality technical assistance to the governance unit by providing technical leadership in overseeing the design and development of governance activity plans in conjunction with essential services, research and analysis, M&E and activities from partners to determine the financial and programmatic needs of partner institutions inside Syria.
The Governance Officer will coordinate activities with a wide range staff and departments under the project to provide technical guidance and scopes of work on governance programming.
Primary responsibilities include, but are not limited to the following:
• Serves as an advisor to the Director of Governance, developing, implementing, managing, and evaluating programs for SES II.
• Design and develop scopes of work and budgets for grant proposals.
• Provide written analysis and frequent reports weekly, monthly and quarterly on governance activities.
• Ensure governance programming is relevant to the local context.
• Manages capacity-building projects for Syrian local councils and civil society groups through frequent engagement.
• Provide operational guidance and develops and evaluates program strategies.
• Utilizes expertise in civilian administration and governance development to help guide implementers in planning, implementing, and evaluating program activities and products.
• Meet with and brief stakeholders and provides assessments of the status of projects and related initiatives.
• Develops professional relations with key stakeholders, including representative from the Syrian opposition; NGOs; and international/regional organizations to ensure integrated planning, coordination, and consensus on operations and priorities.
• Provides substantive analysis and reporting on local Syrian conflict and stabilization initiatives.
• Other duties as assigned
