The Grants Officer assists the Grants Manager in implementing the grants program in line with the program objectives. He/she advises and assists with the grant design, development, implementation, program monitoring, and evaluation of grant-making collaboration with intended recipients. He/she analyzes and evaluates grant applications and reviews and analyzes budget estimates based on allocation, feasibility and consistency. He/she is responsible for ensuring that grants applications adhere to all procedures established in the approved Grants Manual including closeout of individual grants and dispute resolution with grantees when needed.
The Grants Officer will also be responsible for managing the grantee evaluation process, for completeness of each individual grant file, managing the grantee database, tracking progress and payments of grantees, and maintaining an inventory log of all commodities purchased directly for grantees. The Grants Officers will also participate in the training of potential grantees on completing grant applications and budgets. He/she will make site and inspection visits as requested and approved by the Project Director and/or coordinate regular inspections prior to milestone payments. The Grants Officer updates regularly the grants database and provides relevant monitoring information to the M&E staff.
Primary responsibilities include, but are not limited to the following:
- Assisting with coordination with the program, logistics, finance and procurement team on grants implementation;
- Helping to provide guidance to award and implement grants; contracts; and sub-awards according to the SGS Grants Manual.
- Administering the grants program in such a way to ensure that systems, processes, rules and protocols are adequate to expense grant funds and complete all grants within the SGS time frame;
- Liaising with senior management and key external partners and entities on key relevant grant-related issues including vetting, legal and regulatory matters, etc.;
- Ensuring that overall grant making processes and timelines are relevant and realistic;
- Maintaining the appropriate systems and tools to forecast and track the status of grants;
- Ensuring that IRD’s grant and contract compliance plan meets program needs and, when necessary, is adjusted to meet implementation realities;
- Ensuring that all grant cycle project files are full and complete and contain all required documentation.
- Maintaining communication with subcontractors, sub grantees, and vendors to ensure smooth administration of the grants process;
- Reviewing all sub grantee and subcontractor invoices reviewed/approved for compliance with contractual terms and conditions;
- Ensuring technical approval/review of all deliverables on sub-contractor/grantee invoices;
- Collaborating with compliance audits for issues related to the grants program;
- Administering grant close-out procedures;
- Other duties as assigned.
