The Technical Officer-Governance will assist with providing technical assistance to local governance institutions in conjunction with planned training, research and grants activities for partner local governance institutions inside Syria. He/she will assure successful completion of assigned responsibilities, including extensively coordinating activities with a wide range of non-governmental organizations while exercising a high degree of judgement and initiative in anticipating short and long range programming requirements, as well as in determining the most effective and efficient approaches to meeting project objectives.
Primary responsibilities include, but are not limited to the following:
- Developing deep working knowledge of the assigned locality;
- Leading community/stakeholder engagement;
- Facilitating community planning;
- Facilitating community development workshops;
- Facilitating capacity development workshops;
- Assisting in grant and technical assistance proposal development;
- Creating, organizing, and maintaining project files
- Representing IRD to non-governmental organizations, communities, and local government partners;
- Developing criteria for assessing the quality and capabilities of Syrian governance institutions;
- Providing operational guidance on program activities and strategies;
- Working with grants officer to represent civil society and/or local governance entities seeking grants, responsible for overseeing awards in the field and coordinating closely with the grants team;
- Utilizing expertise in civilian administration and governance development to help guide implementers in planning, implementing, and evaluating program activities and services;
- Meeting with and briefing stakeholders of the status of projects and related activities;
- eveloping professional relations with key stakeholders, including representative from the Syrian opposition; NGOs; and international/regional organizations to ensure integrated planning, coordination, and consensus on operations and priorities;
- Based on knowledge of governance capacity development, assessing and identifying relevant gaps where SGS support, including planning, assessment, can develop to better improve outcomes;
- Providing substantive analysis and reporting on local Syrian conflict and stabilization initiatives;
- Other duties as assigned.
