Responsibilities
1. Procurement Planning and Supply chain management
1.1 Responsible for project procurement planning;
1.2 Manage and coordinate the entire procurement and supply chain resources from Mafraq base for host communities, north Jordan;
1.3 Reinforce current procedures and the quality of ACTED internal control, based on ACTED standards and best practice;
1.4 Ensure information flow with other departments for effective service delivery thus securing the successful conclusion of the programmes - using ACTED reporting tools,
1.5 Weekly update and circulation of the Order Form Follow up (OFU), Contract Follow up (CFU);
1.6 Monthly update and circulation of the procurement follow up;
1.7 Accountable for overall compliance with the procurement procedures;
1.8 Set up systems, implement documents and procedures & develop forms when necessary;
1.9 Ensure that all relevant people understand the procurement process by providing trainings, inductions and consistent information sharing.
2. Stock Management
2.1 Accountable for ensuring the monthly stock inventory is complete;
2.2 Responsible for ensuring that that stock movement (IN & OUT) processes are respected;
2.3 Responsible for overall compliance with the stock management procedure;
2.4 Responsible for ensuring a regular update of the stock management database and it’s accuracy;
2.5 Responsible for providing stock related reports;
2.6 Set up system, implement documents and procedures & develop forms when necessary;
2.7 Supervision of the warehouse team.
3. Delivery (Transport) Management
3.1 Overall delivery management for ACTED freight;
3.2 Accountable for the overall compliance with delivery management procedures;
3.3 Set up system, implement documents and procedures & develop forms when necessary.
4. Assets and Property Management (including premises)
4.1 Ensure the safety and effective use of all ACTED assets and property in the mission;
4.2 Ensure the asset database is upto date and accurate;
4.3 Responsible for ensuring that all assets are in a good working condition and that necessary maintenance and repairs of these resources is undertaken;
4.4 Ensure that all assets are used and stored in a safe and secure manner;
4.5 Accountable for the overall compliance with assets, property and premises management procedures;
4.6 Support HR and Administration in ensuring that property and premises are well maintained and adhere to ACTED standards;
4.7 Ensure that all data on ACTED assets is regularly backed up, as per base procedures;
4.8 Ensure that all data on ACTED assets is backed up upon exit of staff / return of assets;
4.9 Set up system, implement documents and procedures & develop forms when necessary.
5. Fleet and Fuel Management
5.1 To ensure proper utilization, maintenance and follow up of the ACTED fleet, as per ACTED procedures;
5.2 To control and manage the cost of the fleet (fuel, maintenance and repairs);
5.2.a Ensure that the fleet database is updated and accurate;
5.2.b Provide monthly reports and analysis to Capital Office and Area Coordination;
5.2.c Regularly review and cross check fleet movements against the fleet database;
5.2.d Ensure a monthly roster is prepared for all fleet staff and monitor overtime;
5.2.e Ensure that regular vehicle maintenance is undertaken with the rental company.
5.3 Accountable for the overall compliance with the fleet management procedures;
a. Vehicle request and allocation standard operating procedures (SOPs)
b. Vehicle use and safety procedures (first aid, spares etc);
c. Supervision of fleet team;
5.4 Set up system, implement documents and procedures & develop forms when necessary.
6. Telecommunication and Information Technology Support
6.1 Ensure that telecommunication and information management are functional;
6.2 Report to country office needs and requirements of the base.
7. Staff management
7.1 In consultation with coordination and HR recruit, interview and select staff with appropriate skills for the department activities, as per the base recruitment guidelines;
7.2 Manage department staff according to the established policies and practices of the organization;
7.3 Ensure that all department personnel receive an appropriate orientation to the organization in conjunction with HR;
7.4 Develop the knowledge of the logistics both technically and by facilitating a reflective learning environment;
7.5 Maintain open dialogue with all team members, and will treat all staff in a respectful way.
8. Reporting
8.1 Responsible for complying with all the reporting requirements within the various sub departments
to the area coordination and country management teams.
