The Monitoring, Evaluation and Learning Director will lead the IRD humanitarian mission in establishing performance measures, collecting and analyzing performance information, planning and managing evaluations and assisting the management in using the performance information for decision making and resource allocation.
A: Monitoring and Evaluation (70%)
• Work as point of contact for monitoring and evaluations in IRD’s humanitarian mission and provide guidance to the technical teams on issues related to monitoring and evaluation.
• Coordinate the creation of a humanitarian performance monitoring plan including assessing the validity of the information and indicators that contribute to that plan.
• Seek ways to streamline the process and increase efficiency in gathering and using performance information in Jordan and (remote) cross border settings.
• Assist IRD’s senior management in the development of new proposals with regards to high quality and realistic M&E frameworks
• Lead staff training on M&E processes, including integrating M&E into activity development and implementation.
• Develop, refine, and integrate monitoring and evaluation tools that support active learning and responsive adaption during programs’ implementation. This includes revisions of current data collection methodology, including satisfaction measurement surveys.
• Manage and provide leadership for a deputy M&E manager, four M&E specialists, eight M&E officers, 18 M&E assistants, senior quality coordinator, quality officer, and more than 20 M&E volunteers responsible for the monitoring and evaluation activities across all programs.
• Ensure high quality documentation of programs’ activities.
• Conduct analysis across programs offices to determine lessons learned and best practices to inform future programming and strategy.
• Updates programs’ M&E plans over the life of programs.
• Support a culture of responsive monitoring and active learning through adoption of context-based new technology and in accordance of donors’ requirements.
• Design and refine context-based CRM modules across programs to promote a culture of transparency and accountability.
• Other duties as assigned.
B: Communication (20%)
• Provide guidance and advice to the communication team to guarantee high standard monthly updates to the management team and donors regarding movement of refugees, areas of conflict, sites, etc. in order to steer the programs based on timely and accurate information and data.
C: Market research (10%)
• Overseeing the activities of IRD’s Market research unit and guarantee that the unit acts in compliance with international standards and IRD’s rules and regulations.
• Setting up an online information system regarding prices on commodities in order to provide the IRD’s admin department with real time information for procurement purposes.
