Background/IRC Summary: Founded in 1933, the International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives.
Working in coordination with the humanitarian community the IRC has been providing assistance from Jordan to vulnerable peoples living in southern Syria. Acknowledging that the vulnerabilities of people living in southern Syria also includes economic insecurity, the IRC has begun delivering single and multi-round cash assistance vouchers to vulnerable households living in southern Syria. In recognition of the fact that single round cash assistance alone is often insufficient to help extremely vulnerable households stabilize meeting basic needs over time, the IRC is initiating cash for work activities. IRC’s CfW programming aims to improve the purchasing power of beneficiaries in the short term by providing temporary income as compensation for labor, while producing public services and improving public assets and resources to the advantage of the community. In turn, by increasing beneficiaries’ purchasing power, CfW projects inject cash into the economy and stimulate local businesses. The local procurement of raw materials, equipment and machinery employed in the works can be a further boost to local businesses.
Job Overview/Summary: The Cross-border (XB) Cash for Work (CfW) Officer will work closely with the Senior ERD XB Officer and the Senior ERD XB Manager to support the implementation of cash for work activities in southern Syria. This will include managing all CfW activities in designed areas, managing and supervising CfW field staff, project and beneficiary selection, implementation planning, oversight of project assets, government and community liaison, monitoring, and payments. This position reports directly to the Senior ERD Officer.
The CFW officer will ensure that the selection of beneficiaries, their work, and the cash assistance provided takes place according to the agreed process and timeframe in compliance with IRC policies and procedures. The CfW Officer should be committed to supporting the implementation and monitoring of the ERD cross-border program, and will be expected to feed into future programming design and implementation.
Major Responsibilities:
Program Implementation and Support
Review labor and time-line requirements for CfW activities, determining staffing requirements.
Under the guidance of the Senior ERD officer and Senior ERD manager, coordinate all CfW activities including area selection, community capacity and coordination.
Coordinate payment procedures, including documentation, approval and actual payment.
Oversee procurement of all materials for CfW projects.
Report on any problems encountered in the field such as project participant complaints, local authority interference and security threats to staff and activities.
Coordinate with Senior ERD Officer on any threats to staff and activities; follow up on incidents/security threats in areas of operation.
Complete any required monitoring as outlined by the Senior ERD Officer or Manager.
Ensure complete and documented orientation for all new staff.
Maintain all documentation relating directly to CfW activities required to ensure accountability to the donor, particularly where labor is concerned, these could include attendance sheets, and CfW agreements, per activity guidelines.
Oversee administrative matters relating directly to CfW activities: attendance sheets, payment schedules, required paper-work, and liaison with finance department.
Prepare a monthly cash requirement forecast for CfW activities, including the purchase of materials at site and CfW labor payments.
Provide information on CfW activities as requested by ERD Senior officer /Manager.
Draft weekly and monthly reports.
Coordination
Coordinate with technical leads and community officials/ leaders on all community-related matters, ensuring the areas of the program are working well together
Under the guidance of the ERD senior officer, consult with municipality leaders and community members, as well as with other IRC teams, for the identification of needed and viable Cash for Work initiatives.
Coordinate with and provide timely technical support to the IRC’s field staff; maintain respectful and constructive relations with staff.
Other Duties
Participate and contribute to regular team, both Cross-border and ERD meetings.
