Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Accountability Officer
Work place: Amman - Jordan
Overview:
The purpose of this position is to support in improving and strengthening the missions’ programs’ accountability system, approaches and provided services in compliance with the global and the mission policies and best practices.
This position will support in widening and expansion of the accountability practices related to information sharing, public participation, capacity building and managing the operational feedback and complaints mechanism framework by analysis and presentation of data for decision-making; and developing individual and institutional knowledge.
Main Objectives:
1) Management of Feedback and complaint system
- Management of the feedback and complaint system within the mission.
- Ensure applying the guidance of handling the received feedback with particular attention for reporting and responding to allegations of abuse & exploitation, including sensitive complaints.
- Generate analytical reports to measure the efficiency and effectiveness of the Action Against Hunger’s programs response to the beneficiaries feedback and complaints.
- Work closely with information management personnel to continuously upgrading the internal feedback and complaints information management system or other future technology solutions.
- Improve the current feedback and complaint mechanism continuously by using the participatory approach with different stakeholders including the beneficiaries with specific consideration for women, girls, children and people with disabilities.
- Lead the feedback and complaint mechanism training, orientation and sensitization sessions for all Action Against Hunger full-time, casual, volunteers and reached beneficiaries.
- Develop and modify as necessary Action Against Hunger’s feedback and complaints communications materials to be used internally and externally.
2) Management of internal and external referrals
- Work with the MEAL HoD and sectors’ HoDs to develop a referral SoPs.
- Support the accountability assistant in providing proper referrals and follow up on external and internal referred cases.
- Work closely with information management personnel to improve the referral process and cases documentation by using information management system or technology applications.
- Generate analytical reports to measure the efficiency and effectiveness of the Action Against Hunger’s referrals.
3) Support the enhancement of the participatory and accountability approaches:
- Foster participatory planning and implementation of accountability activities by conducting sensitizing activities to the different stakeholders, lead the public sharing accountability information activities, oversee the different feedback and complaints’ communication channels, communication case management, and internal/external referrals.
- Increase the targeted beneficiaries’ knowledge over the Action Against Hunger’s programs and interventions, expected staff behaviors and the feedback channels, explain how the received feedback was and will be taken into account within the time agreed, with particular attention to be paid to how Action Against Hunger communicate this with women and girls and vulnerable population.
- Support the programs’ managers to feed in the beneficiaries’ feedback specifically women and girl’s during the project implementation and conduct a follow up sessions at the field with the beneficiaries to inform them how their feedback being used within the project implementation.
- Work with the MEAL HoD, sector HoDs and programs’ managers to facilitate a regular reflection sessions for the responsiveness to track the use of the feedback in programmatic improvements.
- Using accountability tools consolidate and document lessons learned and best practices and share with relevant internal stakeholders.
4) Information Management
- Support the programs in the development and roll-out of processes and electronic tools.
- Support the MEAL department to ensure data quality and build the programs’ data basis according to the sectoral and base needs.
- Lead the implementation of IM initiatives.
- Provide daily support while also overseeing the transition from old to new systems and methods.
- Lead data visualization activities and maintain an up to date shared data.
- Develop all data sharing and protection protocols and SoPs at the country level.
- Build the program and MEAL staff capacities on IM related topics.
- Support the programs in defining their data flow and tool mapping and archiving process.
- Maintain backup and secure access to programs and field level data.
- Centralize the kobo application at the mission level.
5) Ensure adherence to Action against Hunger gender requirements
- Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
- Support on the implementation and the promotion of gender, age and diversity principles through daily activities and or through the management of their teams (Managing performance & development)
