Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Food Security and Livelihoods Deputy Project Manager (FSL DPM)
Work place: Azraq Sub-district in Zarqa Governorate
Position Overview: Under the direct supervision of the Program Manager, the Deputy Program is responsible for the management and the proper implementation of the livelihood project(s) in Azraq Sub-district in Zarqa governorate.
He/she coordinates and monitors the work of the Senior FSL officers and project assistants dedicated to these activities and he/she is responsible for a qualitative and regular reporting on various components of the project.
The Deputy Program Manager position’s major objectives are to properly achieve the following global tasks:
-Smooth and timely implementation of the activities in the field with particular follow up of the staff at field level,
-Design and implementation of all aspects of the project in direct link with the Food Security & Livelihoods Program Manager, ensuring the application of SOPs, guidelines etc at field level;
-Ensure adhesion to project objectives, supervise project staff and act as Program Manager during his/her absence.
Responsibilities:
1) Ensure implementation of field activities in line with project proposals and directions from FSL PM
-Supervise the work of the field staff, and provide them with directions and instructions on a regular basis, including overseeing the day-to-day field activities in different project locations.
-Collaboration with FSL PM to plan the activities according to the development of the project.
-Monitor the progress of activities and ensure they are implemented as per the specifications, within budget, plans, time schedules and quality standards.
-Carry out regular daily field visits to monitor and follow up on the implementation of the ongoing activities. Identify and anticipate problems or constraints and propose solutions and possible improvements.
-Monitor activity quality and ensure compliance with guidelines and SOPs, particularly related to cash for work workers.
-Ensure applying safety procedures and standards for workers.
2) Organize and follow up on project data collection and analysis :
-Ensure the project data is updated and archived in an organized way to be used a reference for reporting.
-To prepare the activity progress report on a monthly basis.
-Ensure continuation of data entry and analysis and follow up of activity indicators.
-When needed and in collaboration with the PM, present monthly analysis of the implemented activities, which will include achieved Vs planned activities.
3) Participate in project reporting, internally and externally
-Report to the Program Manager the work progress weekly including implemented work, next week’s target, difficulties, problems and updates.
-Report on staff-related issues, team’s weekly plans and safety issues.
-Participate in the analysis of data and drafting of the activity reports of the team.
-Provide regular reports on project indicator progress following the program documents.
-Participate in the preparation of donor reports and Action Against Hunger activity reports.
-Prepare needed items’ BOQ based on PPP and activity and field needs.
4) Lead, manage and provide technical support to the team
-Provide direction, assign tasks and give instructions to staff, specify their individual work plan and evaluate individual team members’ performance.
-Support the assigned staff in their professional development, identify training needs, support staff to achieve the objectives defined in their learning development plans and provide them with the necessary trainings and technical support.
-Develop the monthly team activity plan.
5) Participate in Meetings and Coordination tasks
-Upon request of the FSL PM, participate in meetings and events in Azraq or any other place in Jordan.
-Represent Action Against Hunger in coordination meetings upon request of the FSL PM or when she is not available.
Coordination with Finance, HR, Admin, Logistics, and M&E departments and any other work related departments or stakeholders.
-Participate in lessons learned, capitalizations, assessments and new project design as needed.
-Maintain close coordination and communication with project stakeholders including cooperatives, CBOs, municipality, MoLA, MoL, and partner NGOs in the field.
6) Ensure adherence to Action against Hunger gender requirements
-Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
-Lead on the promotion of gender, age and diversity principles through daily activities and or through the management of their teams and through the planning and implementation of operations and strategies (Managing performance & development)
