The Royal Film Commission – Jordan is seeking to fill the position of Chief Finance Officer. This
position is at the Finance Department at the Commission and the incumbent will report to the
Managing Director
Job Summary:
Directing, establishing and maintaining RFC accounting principles, practices, procedures, and
initiatives. Managing the Commission’s funds, overseeing its budgets, and monitoring all
accounting operations. Issuing financial reports, cash-flow statements, and managing financial
relations with the government, partners and banks. Monitoring and evaluation system.
Duties and Responsibilities:
• Establishing and overseeing the implementation of all financial and accounting practices and
ensuring their compliance to the standards and regulations.
• Developing and implementing relevant financial metrics to monitor the efficiency and health
of the internal financial policies.
• Managing the finance department and overseeing the commission finances, including
budgeting, projection and cash flow.
• Preparing in coordination with the Head of departments the RFC annual budget.
• Coordinating with the General Budget Department on the yearly allocation of Funds for RFC in
the General Budget.
• Monitoring and assisting in day to day financial and accounting operations.
• Handling key relations with Ministry of Finance, Ministry of Planning, Tax and Customs
Department, Banks inside and outside Jordan, Jordan Tourism Board, Social Security, funding
organizations and donors, and maintaining positive and professional relations with them.
• Preparing and provide periodic and annual financial reports and interpret financial
information to all concerned inside and outside the Commission.
• Supporting in any accounting matters and taking relevant decisions as needed.
• Monitoring all cash accounts, bank reconciliation and collections; reporting any discrepancies
or deviations.
• Supervise the chart of account implementation in all accounting records.
• Acting as the Commission’s representative at Social Security on all matters related.
• Overseeing operations of the finance department, set goals and objectives and design a
framework for these to be met.
• Managing and preparing salaries and follow up on social security and tax calculations and
filing.
• Arranging for international transfers as per the set policies.
• Assist Production Services department with negotiations of incentive agreements.
• Assist auditors and producers with the audit guidelines of the incentive program.
• Following up with producers on incentive agreements.
• Monitoring the audit eligible productions for incentives.
• Prepare yearly incentive budget and follow up on payments for eligible projects in
collaboration with Production Services Department.
• Overseeing productions’ taxes and customs issues.
• Setting up and overseeing the implementation of fund raising from a financial perspective.
• Managing the procurement process and contractual matters with suppliers and service
providers.
• Ensuring spending is within the budget and spending outside the budget is properly approved
prior to conducting any spending transaction.
• Supervising the preparation of the financial statements and reports.
• Following up with external auditor and Government Audit Bureau for preparing and finalizing
the audit of the annual financial statements.
• Overseeing RFC Fixed assets and ensuring they are properly safeguarded and are treated as
per the set policies and procedures.
• Preparing funder/donors’ financial reports semi-annually.
• Manage registration and updates on SAM, Pador for US Federal Funds and EU funds.
• Serve as advisor and consultant to all RFC sub companies and investments.
• (Signs all reported financial statements).
• Report to and work with the Managing Director on all financial matters, and prepares
recommendations to Top Management and the Board of Directors concerning financial
performance.
• Manage team of financial department and supervise and delegate tasks to the financial team
