Job Overview/Summary:
Partnerships Capacity Sharing Senior Manager is a key position supporting the Syria Program to strengthen IRC approach to capacity sharing with partners. The role sits in the Partnerships Department in Amman, supporting remote programming inside Syria. The main goal of this position is to support partners and IRC programs’ staff to build solid capacity sharing plans across all Syria partnerships’ portfolio. The position is based in Amman and will require regular travel throughout the region, particularly to Turkey.
The role will work with IRC’s staff and partners to ensure the rollout of learning events, coaching/mentorship, and other types of capacity support in the areas of organizational development, donor requirements, program quality, and other technical areas. The Senior Manager will, in close collaboration with partner organizations’ staff and leaders, identify partner development needs, as well as find opportunities for IRC where we can learn from partners.
Partnerships Capacity Sharing Senior Manager is responsible for providing technical expertise in organizational development (OD) and capacity-strengthening with NGOs based on identified needs.
This is not a master-trainer role, and interested individuals must demonstrate comprehensive organizational development expertise.
Major Responsibilities:
Strategy and Program approach:
- Contribute to stakeholder analysis process, including to identify local actors that offer capacity strengthening services.
- Ensure a robust understanding of partner capacity strengthening priorities, and supply to proposal development to mobilize resources.
Capacity Sharing Activities
- Member of the partnership working group (PWG), and co-responsible for delivering the functions of the PWG.
- Facilitate the collaborative development and delivery of the partner project support plan, ensuring that it appropriately addresses issues identified in the due diligence process, and coordinate with relevant departments for the timely, quality implementation of the plan.
- Ensure IRC understands partner capacity strengthening priorities, and finds opportunities and plans for IRC to support partner capacity strengthening efforts.
- Support the resourcing of organizational development support where appropriate for partners; coordinate organizational development support to partners.
- Develop materials and processes consistent with standard methodology to address partner technical and organizational priorities, including: designing and facilitating learning events, providing mentoring and coaching, facilitating peer learning, developing e-learning modules and videos, and using other learning methodologies as appropriate.
- Find opportunities for IRC to facilitate and promote learning among and between local actors.
- Where appropriate, facilitate an Organizational Development process with partners through a participatory process and in close collaboration with the organization’s leadership (process includes preliminary discussions, participatory self-assessment, action planning, implementation, tracking and documenting progress).
- Collaborate with technical coordinators to integrate technical capacity sharing approaches, including how IRC can learn from local partners.
- Deliver or facilitate delivery capacity strengthening-related activities for partner organizations in diverse areas of organizational development (leadership and management, financial management, human resources management, partner relations, outreach to beneficiaries and communications with multiple audiences, program monitoring and evaluation, technology utilization, knowledge management and others).
- Strengthen the capacity of sub-award partners on the overall grant lifecycle, including proposal development, reporting and grant management, and support similar initiatives within the Partnership Department.
- Find opportunities for mentoring and/or coaching follow up activities at the partner organizational and individual levels.
- Lead in capacity sharing monitoring, evaluating, learning and periodic reporting, including documenting successful capacity sharing methods that can be scaled.
- Identify areas for mutual learning between IRC staff and partners, so that IRC can learn from unique partner practices and innovations.
- Maintain up-to-date and accurate presentations for Syria Partnership Department for internal and external meetings and presentations, as required, with support from the Partnerships Coordinator.
- Develop and coordinate the implementation of Annual Partnership Workshops, tailored to the needs of current partners, encouraging partners to present topics and cross-partner learning. This includes arranging logistics, travel and budget management for the workshops.
- Find opportunities and coordinate events, platforms and mechanisms for IRC to learn from partners on a regular basis.
- Give to annual work plans, performance monitoring systems and tools, and writing of reports when applicable.
Develop IRC Staff Capacity
- Promote a culture of mutual learning and good partnership among IRC staff.
- Coach, train, and mentor staff to strengthen their abilities to effectively support partners.
- Give to quality improvement of existing capacity sharing guidance, tools, and curriculum to adapt to the local context and staff/partner capacity.
- Give to the development of capacity sharing standards and best practices for the country and/or region.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Ensure partnership staff understands and adhere to IRC Way and Partnership best-practice principles, including strict adherence to confidentiality.

Indirect Reporting: Other Internal and/or external contacts: the position regularly corresponds and attends meetings with external and internal audiences, thus a strong ability to communicate and maintain positive working relationships is highly desirable for this position.
Internal: Technical Coordinators, Partnerships Department Staff, Finance team, Supply Chain team.
External: Partner staff, occasional coordination meetings with other INGOs.
