OXFAM PURPOSE:
To work with Oxfam and Partners’ staff to find lasting solutions to poverty and suffering.
TEAM PURPOSE:
The MEAL team in Jordan works towards ensuring that quality monitoring, evaluation, accountability and learning is implemented in programmes and projects in Jordan, in line with relevant Oxfam standards and global best practice. The team ensures that MEAL findings inform and contribute to the continuous improvement of Oxfam’s interventions.
JOB PURPOSE:
The MEAL Officer contributes to the development and implementation of an integrated MEAL strategy and framework that aligns with Oxfam standards across Oxfam’s Programmes in Zaatari Camp. The MEAL Officer supports staff of programme teams and partner organisations in carrying out quality MEAL - involving the provision of technical advice, tools, capacity building and guidance. The MEAL Officer contributes to ensuring that Zaatari programme teams adopt a systematic approach to MEAL, are able to effectively track outputs and outcomes, and manage and use data effectively. The MEAL Officer will be responsible for strengthening accountability mechanisms both at partners and Oxfam levels.
KEY RESPONSIBILITIES:
MEAL System development and implementation:
• Provide support to the MEAL coordinator and programme teams in project/programme design and proposal development, in line with Oxfam’s programme quality standards.
• Support, and where applicable lead on the development and updating of relevant MEAL frameworks, working closely with programme teams, the MEAL Coordinator and Technical Coordinators.
• Independently develop MEAL plans and review/update on a regular basis, in close coordination with programme teams and Oxfam’s partners.
• Work with the programme teams in implementing MEAL frameworks, processes and tools, ensuring quality and consistency with Oxfam standards
Programme monitoring, Information management and Reporting:
• Develop/improve/update methodologies and tools for data collection, analysis and processing, ensuring these are gender sensitive
• Lead on all field data collection exercises and data management, involving:
- Recruitment and training of data collectors
- Carry out and supervise data collection (Focus group discussions, post-distribution monitoring, surveys, observations etc.) and data entry.
• Perform analysis of quantitative and qualitative data, draft reports presenting the results of the analysis, and share the findings in an appropriate format.
• Investigate and conduct analysis of various secondary data sources
• Appraising the project activities, progress reports and streamlining the partners’ work and documentation (including through joint monitoring visits)
• Report/alert to project team on regular basis on any anticipated project issues, risks and any emerging opportunities and threats to the project implementation, related to this role.
• Act as a focal point for the team on Oxfam’s beneficiary counting methodology and processes.
• Support in the roll out of an improved beneficiary registration and database system
• Produce clear and quality reports that demonstrate accountability and learning.
• Ensure all MEAL-related data and files are properly organized and stored
Accountability:
• Contribute to further development and continuous updating of the accountability strategy in line with Oxfam standards
• Manage and improve the complaint and feedback mechanisms for the programme including tracking of follow-up, ensuring adherence to agreed standards
• Share accountability findings with the programme teams in an appropriate format
Capacity building for Oxfam and Partner staff:
• To train and/or to provide technical assistance for capacity building of partners and programme teams to implement MEAL and reporting.
• Undertake periodic monitoring and technical support visits to partners to assess progress against agreed MEAL system and recommend corrective actions as appropriate.
• Work closely with partner MEAL staff or focal points and provide support as appropriate
• Provide training to partners on accountability and support them in setting up own mechanisms
Team Management
• Line manage staff reporting to the post, and ensure that the post holder(s) receive adequate training, mentoring and coaching - following Oxfam’s performance management policy and procedures
Evaluation, Review, and Learning:
• Share relevant MEAL findings with programme teams in an appropriate format and follow-up their implementation.
• Support the MEAL Coordinator in the design and management of evaluations, including: the coordination of data collection activities, review of evaluations reports, sharing of evaluation findings and recommendations with intended audiences, monitoring implementation of management response.
• Assist the programme team and partner organisations in documenting lessons learnt
• Collect best practices and case studies which demonstrate qualitative and quantitative changes over the period.
• Organize/support monitoring reviews and learning events
Coordination and Networking:
• Where relevant, participate in and contribute to relevant inter-agency efforts to agree and develop coordinated / joint M&E and accountability frameworks and mechanisms
• Attend relevant sectoral coordination meetings to identify opportunities for integration of data collection activities, harmonization, secondary information sources etc.
• Delivering any other responsibility related to MEAL assigned by the line manager.
