Summary:
The Security Manager is responsible for day to day SES II security support by coordinating and managing comprehensive security and emergency planning for the protection of IRD employees, assets, project facilities (offices, residences, field sites), and IRD proprietary information around the region.
Primary responsibilities include but are not limited to:
• Works closely with and assists the SES II CoP and HQ Security Department.
• Implement and enforce security policies, protocols and procedures.
Prepare SOPs for field sites using the IRD SOP template.
• Develop and assess project facilities’ safety and security measures to ensure appropriate security strategies and actions are implemented.
• Assist in the development, maintenance, and execution of viable and tested emergency preparedness and crisis management plans for all project facilities.
• Conduct security compliance reviews and assess project facilities to ensure that appropriate security measures are in effect, including physical and personnel security measures.
• Aid in the development of project specific contingency and continuity of operations plans.
• Provide security advice and guidance to program PM, employees, OGS and IRD project staff to enhance the project’s overall security posture and ensure staff safety.
• Coordinate with the project staff and OGS to ensure any outsourced security services are appropriate and carried out for each project facility.
• Assist with the implementation of the personnel security program to ensure appropriate vetting of applicants, employees, consultants, and vendors.
• Ability and willingness to travel to remote areas of the country for both short and extended periods of time.
• Prepare and send the weekly security report to the PM and OGS.
• Ensure communication of security-relevant information in each location - country office, various field sites, etc. - to the CoP and OGS.
• Reports security incidents to the CoPand OGS.
• Brief all new staff and visitors on security procedures and current context at their location and ensures that each staff member receives a copy of the site SOPs.
• Ensure safety equipment (first aid kits, fire extinguishers, etc.) is adequately stocked, in proper working condition, and appropriately placed. Collect site security information, and in coordination with the COP, manage the distribution of that information to the relevant and necessary IRD staff and volunteers.
• Liaise with COP and OGS regarding security concerns.
• Delegate security responsibility in case of absence in each location.
• Ensure evacuation plans and SOP’s are maintained and updated at least every six (6) months.
• Maintain contact with IRD’s Director of Global Security, provide oversight to security processes, and assist with emergency situations as necessary.
