Summary:
The RAMEL Manager coordinates research and analysis, as well as monitoring and evaluation activities cross the SES II program. The Manager is the main point of contact for all office and field based RAMEL activities and collaborates with HQ Office of Applied Learning and Monitoring and Evaluation in the development, modification, and implementation of project RAMEL plans and activities.
Primary responsibilities include, but are not limited to the following:
• Provides technical expertise and leadership to promote quality RAMEL planning and implementation;
• Leads the effort in building on and developing more systematic RAMEL practices to ensure quality of management and operation of SES II, to include:
o Developing and maintaining a centralized RAMEL database to organize all project data;
o Developing standardized research and monitoring forms for SES II; and
o Streamlining RAMEL processes and defining clear roles and lines of authority;
• Conducts regular Quality Assurance/Quality Control reviews for project RAMEL data and shares relevant RAMEL findings up the chain of command to the SES II COP.
• Tracks all activities, develops a schedule, and assigns responsibility to RAMEL Officers and RAMEL Assistants based on the project, timing, and where activities are implemented;
• Verifies all data aggregated by the RAMEL team, reviews monitoring forms and provides feedback to RAMEL Officers and RAMEL Assistants;
• Leads RAMEL trainings for field staff in areas such as logic models, TOC, baseline surveys, monitoring and evaluation plans, research and analysis and other areas as necessary;
• Oversees the collection and quality of photographs at project activity sites for RAMEL, reporting, and communications purposes, including securing any required release forms from beneficiaries;
• Ensures compliance with donor RAMEL requirements and assists with any RAMEL-related tasks as part of ongoing internal or external audits;
• Supports all SES II USAID requests for in activity reporting and their dissemination within and outside the projects; and
• Performs other duties as assigned.
