Summary:
Under the direction of Grants and Procurement Manger, the Procurement Officer assists the review of grant application packages to ensure activities are eligible for award and can be completed in line with all applicable rules and regulations and provides a detailed grants implementation plan identifying the appropriate combination of blended grant types to complete each grant activity. He/she analyzes budget estimates based on allocation, feasibility and consistency; and maintains grant procurement support files including financial and product records. He/she ensures that all grant selection/competition requirements are met, if required.
In the absence of competition, he/she is responsible for the preparation of appropriate justifications for exemption from competition. He/she is also responsible for preparing all grant award documents after required approvals have been obtained. In the post award phase, he/she reviews all payment requests to ensure compliance with required rules and regulations. He/she also reviews all close out documents to ensure compliance. He/she is responsible for ensuring that grants applications adhere to all procedures established in the SES II Grants under Contracts (GUC) manual including closeout of individual grants and dispute resolution with grantees when needed.
The position will also be responsible for reviewing and approving the negotiation memo for the grant file, documenting the process of negotiation leading to the grant approval, managing the grant files, reviewing and approving progress and payments of grantees, and ensuring the proper transfer of all expendable and nonexpendable property purchased directly for grantees.
The position updates regularly the grants database and provides relevant monitoring information to the M&E staff.

Job Function/ Description:
Primary responsibilities include, but are not limited to the following:
• Support the efforts by the Grants and Procurement Manager to procure SES II goods and services according to donor and IRD regulations.
• Ensure timely provision of goods and services for programs, including the GUC process.
• Reviews grantees’ financial documentation, disbursing grant payments, and assisting program, grants, and procurement staff in analyzing grant budgets, reviewing financial reports, and assessing the financial systems of potential and existing grantees.
• Obtain the required amount of quotations and document the procurement process for competitive bids.
• Maintain a record of suppliers in the local market (including contact names, addresses, phone numbers, and vendor specializations).
• Work closely with vendors, transporters and field officers to verify timely and complete delivery of supplies to target locations.
• Filing all contracts, grants and other procurement documents and updating the procurement tracking sheet on a daily basis.
• Maintain records of all IRD assets assigned to employees in coordination with human resources.
• Managing procurement of office supplies and equipment and maintaining all related documentation.
• Providing procurement support to field teams in all aspects of program implementation.
• Other duties as assigned by the management team.
