1. Role and responsibilities
The purpose of the ICLA Coordinator position is to oversee the implementation of delegated ICLA project’s portfolio.
The following is a brief description of the role.
Generic responsibilities
1. Line management of ICLA project field staff;
2. Adherence to NRC policies, guidance and procedures;
3. Contributes to ICLA strategy development, project proposals and provides inputs on needs and gaps;
4. Manages and implements delegated portfolio of ICLA projects (field activities, work plans, strict adherence to timelines, budgets, project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality of implementation;
5. Provides regular progress reports to PM, AM and CCS;
6. Ensures that projects target beneficiaries most in need of protection, explores and asses new and better ways to assist;
7. Promotes and share ideas for improvement and necessary changes in the activities;
8. Ensures capacity building of project staff and transfer key skills;
9. Liaises and collaborate with relevant local authorities and other key stakeholders;
10. Promotes the rights of IDPs/returnees in line with the advocacy strategy.
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
1. Ensures high level of programmatic synergy of ICLA functions (outreach, Irbid Drop-in Center, Jerash Community Center and Call Center) and with other NRC core competences in urban settings;
2. Maintains an up-to-date system of internal ICLA technical guidance documents;
3. Identifies staff capacity needs and addresses them with training, coaching and mentoring schemes;
4. Coordinates drafting and ensures high quality of ICLA periodic technical reports, as well as other internal and external IEC and visibility materials;
5. Oversees and ensures effectiveness of ICLA data management systems;
6. Maintains a regular field activity monitoring system to ensure relevance and technical quality of information and counseling services;
7. Coordinates ICLA’s interaction with internal and external referral pathways, ensuring high technical quality of referrals;
8. Ensures the effective functioning of a mapping of services mechanism;
9. Maintains an effective and transparent internal communication system;
10. Engages with CBOs/NGOS, including legal aid partners, and other relevant stakeholders to build and maintain partnerships aimed at provision of information and counselling on themes related to displacement;
11. Stays abreast of contextual changes specifically related to ICLA programming;
12. Performs other tasks as required by PM
