Background:
In mid-March 2016, the civil conflict in Syria entered its fifth year and continues to escalate in scale and scope. There are now 7.6 million internally displaced persons, according to UN OCHA estimates. Over 3.3 million Syrians have sought refuge in neighboring countries and Northern Africa. This number is expected to rise further. Over 620,441 Syrians have crossed the border into Jordan. More than three quarters of these refugees are living within host communities, amongst the Jordanian population. In some areas, the refugees outnumber Jordanians. This creates tensions over dwindling public and natural resources, including access to services. 25% or 97,858 live in the three camps of Zaatari, Azraq and Emirati Jordanian.
The LWF is assisting Syrian refugees both inside Za’atari camp and in Jordanian host communities. In the interest of social cohesion given the massive influx of Syrian refugees, vulnerable Jordanian families also are receiving assistance.
Assistance to Syrian refugees and vulnerable Jordanians in host communities - both urban and peri-urban - focuses on the populous areas of Northern Jordan, in Mafraq and Irbid governorates.
Scope of Work:
The Protection Manager is responsible for overseeing the development and implementation of LWF Jordan’s protection and psychosocial programs to support refugees living in Zataari Camp. The Protection Manager will ensure that the interventions are in line with international best practices and protection minimum standards.
Responsibilities:
Staff Development and Supervision:
· Direct supervision to Protection Staff which would include setting performance objectives, development of individual work plans, communicating clear job expectations and ensuring adherence to technical standards.
· Coach, train and mentor Zaatari Protection team - including Field Coordinator, Protection Officer, Protection Assistant, Facilitators and Volunteers with the aim of strengthening their protection technical capacity.
· Provide training to staff in protection technical concepts, project management skills and professional development.
· Work with staff to regularly review and make improvements to data collection methodologies and reporting systems.
Program Quality and Implementation:
- Lead production of protection reports, highlighting key protection issues and analyzing trends from protection monitoring and PSS programming, provide direct strategic advice to LWF programs and other internal/external stakeholders as required
- Ensure integration of protection principles into ongoing humanitarian operations serving refugee beneficiaries in Zaatari Camp.
- Conduct/participate in protection and psychosocial needs assessment among the affected populations, including assessments consistent with IASC guidelines and WHO Mental Health Psychosocial assessment toolkit, at different stages of program planning and implementation.
- Develop and implement programming for protection and psychosocial programs with youth, women, children and other identified vulnerable groups
- Develop and identify necessary monitoring and evaluation (M&E) tools to assess success in accordance to indicators of the Protection program, provide data and analyze results.
- Keep track of clients/beneficiaries through LWF attendance records, to be submitted at the end of every month. Reports to include number of women, youth and/or other vulnerable groups partaking in all LWF-supported PSS activities, disaggregated by age and gender and compile regular program reports, on time and with accurate data.
- Prepare program documentation, data collection, analysis, and final outcomes report for donor reports.
Protection Strategy
- Identify critical protection issues emerging from programming assessments and project implementation. Provide feedback to Protection Coordinator and Program Manager in designing new projects / activities to enhance response to identified protection issues
- Monitor projects in LWF Community Center Safe Space - Peace Oasis - in Zataari sites, providing capacity building and field supervision for national and Syrian staff on an ongoing basis.
- Work closely with the Program Manager to understand program goals and outcome expectations, contribute to program design, concept notes and proposals.
Coordination and Representation:
- Work in close coordination with other LWF units to ensure the strong integration of Protection with other sectors.
- Work closely with Program Manager and Protection Coordinator on the development and implementation of evidence-based advocacy
- Develop and maintain effective working relationships with relevant external stakeholders to ensure appropriate coordination, collaboration, and public messaging
- Participate in UNHCR protection working group and other groups that are for the provision of protection and psychosocial support in the Zaatari camp and share relevant information.
Other:
- Support the Program Manager and Protection Coordinator in the development of new concepts for future programming
- Other duties as assigned by the supervisor to enable and develop LWF programs within
scope of work.
