1. Team organisation and training
 He/she ensures adequate training of the volunteers under his /her supervision, defines schedules and works with the DPM and PM to monitor attendance.
 He/she identifies needs for training and capacity building and liaises with his/her PM/DPM to approve them.
 He/she ensures materials necessary for the volunteers are communicated to the PM/DPM to perform their duties efficiently.
 He/she ensures full mobilisation of the volunteers’ network.
2. Strategic planning
 He/she provides input for the design/set-up of the community mobilisation activities.
 He/she analyses and monitors CM operations in order to propose to his/her PM/DPM quality improvements and increased efficiency.
 He/she ensures strategy is communicated down to the volunteers and explained.
 He/she provides feedback based on field-evidence and discussions with volunteers to his/her manager in order to identify priorities.
 He/she identifies potential synergies and overlaps of ACTED’s community mobilization activities in the field with other community mobilization structure/actors in the camp to improve the scope of activities.
 He/she assesses community mobilization mechanisms and participation of the community representatives into the decision making process.
3. Community needs assessment and follow-up
 He/she follows up on the collection and response to complaints submitted through the field CM’s.
 He/she assists the community in identifying its needs and requirements and conveys them to his/her PM/DPM in order to ensure these are taken into account as far as possible into ACTED programs.
 He/she contributes to raising awareness amongst the community on WASH related issues.
 He/she ensures that the volunteers act as a bridge between ACTED programs, the community and builds constructive cooperation: ensures proper communication on ACTED programs and empowers the community members to build up endogenous solutions to overcome WASH related concerns.
 He/she encourages and stimulates full participation by all community members with special attention to the most vulnerable.
 He/she participates in the monitoring of beneficiaries’ satisfaction.
 He/she gathers and analyses feedback from the community and makes recommendations to his/her PM/DPM to adjust CM activities as required.
4. Organisation and planning
 He/she supports his/her PM/DPM in planning, organizing and designing the various activities necessary to the implementation of the community mobilisation strategy.
 He/she ensures all monitoring and reporting tools are correctly used.
 He/she implements communication strategies in order to help other teams efficiently convey necessary messages
5. Implementation of the CM activities
He/she will identify new community representatives (individuals or committees) and build their capacities. These are - but not limited to: wash committees, district check point CfWs, community focal points, etc.
He/she ensures the involvement of community mobilisers and outreach workers in the response to complaints / requests coming from members of the community.
He/she informs through his/her network of community mobilisers and community outreach workers on any restraints or delays to ACTED’s programs, and works to find community based ways to mitigate these challenges.
He/she works closely with Syrian SCMs and community mobilization team leaders to ensure programs are effectively implemented and provides feedback from their experience in the field to the PM/DPM.
A. Develop the role of the wash committees as community facilitators on WASH related issues
 He/she helps to conduct trainings, and contributes to the training materials developed by the PM/DPM. He/she ensures adequate monitoring of the wash committees is in place (soft and hard)
 He/she helps to define ways to assess the performance of the wash committees: level of engagement of the wash committees within the community, financial performance, beneficiaries' satisfaction.
B. Build-up the competence of the community focal points and district check points in order to ensure fair distribution of water at street level
 He/she monitors the efficiency of the district check points.
 He/she organizes spot checks by the team to monitor the street level delivery
 He/she works with the community focal points on identifying communities’ needs for water and agree on filling assumptions at street level (to be approved by his/her manager and submitted to the water supply team).
 He/she identifies community dynamics and provide feedback on the involvement (or lack of) of the different members of the community (CFP, other community members, street leaders, other committees or other community structures, etc.). Identify potential sources of problems as well as potential sources of support.
 He/she develops strategies to ensure adequate and fair delivery of water, taking into account vulnerable people with specific needs, closely working with the water field supervisors.
C. Build on existing community groups to ensure the success of other projects
 He/she works with the PM/DPM to develop strategies to ensure community participation in the building of the WNS, ZWWN and any other upcoming projects.
 He/she provides feedback from the community mobilization team to inform the PM/DPM of any ideas or developments.
6. Reporting
 He/she is responsible to ensure adequate and timely data collection and compilation.
 He/she provides all the necessary data and information for all reports to his/her PM/DPM.
7. Communication and coordination
 He/she liaises with partners in order to develop synergies.
 Is responsible for ensuring that ACTED is represented at district wide meetings (community gatherings ex.) and drafts the required minutes.
 He/she submits daily as well as ad-hoc reports to the PM/DPM.
 He/she coordinates with other teams, especially water field supervisors and site managers, on developments in the field.
 He/she is expected to be open and search for possible collaboration with other organizations within the camp.
8. Respect of ACTED rules and procedures
 He/she respects ACTED security procedures and guidelines and ensures these are enforced by all ACTED staff members under his/her responsibility;
 He/she communicates with representatives of the community and community members as well as agencies’ field staff working in his/her assigned area.
9. Nature of the job
• Working hours are determined with the contract however in practice are variable depending upon the needs of the project. Working hours can range from 6am until 6pm, seven days per week, can be on a shift or fixed pattern. Working hours can extended before or after these hours if required in exceptional circumstances.
• Working days can include public holidays. Although no staff is required to work during this period the needs remain and flexibility is appreciated.
• Finger printing is used to monitor the attendance of staff. Staff who do not finger print in on time or at all can be subject to disciplinary procedures.
• Staff roles are defined in the ToR however staff can be required to fulfil other roles or duties according to the operational or strategic needs of the programme. These duties can be defined by any line manager, FLATS manager PM, Co-ordination.
