Job Overview/Summary:
Based in Amman, Jordan, the Human Resources Officer is responsible for providing human resources administrative support and guidance for the IRC staff in Northern Syria, and act as focal point for day to day HR administrative tasks for them. He/she will also be responsible for close cooperation with program teams to manage Incentive Workers (IW).
Major Responsibilities:
Ensure national staff and Incentive Worker personal files are completed up to IRC standard, and kept in confidential/secured place.
Prepare and review newly hired staff contracts and make sure they reflect correct information. Ensure all onboarding documents are complete and follow up the signatures for the contracts.

Manage national staff contract extensions, and change of statuses in adherence to personnel policies.

Prepare and submit accurate data for monthly national staff payroll. Provide budget codes to finance department for new hires.

Manage final payment for exiting staff, completing exit documentation and following up with involved departments such as Supply Chain and Finance.

Maintain HR database including leave balances, probationary periods, timesheets etc.

Maintain oversight of full-cycle recruitment process for Incentive Workers and directly be involved in recruitment of senior-level positions (category 1).

Maintain Incentive Worker tracking sheet and liaise with program focal points for timely issuance of IW agreements, extensions and creation of monthly payments. Monthly payments will require review of attendance sheets and certificates of Completion by the HR Officer.

Liaise with HR and IW focal points in the field on daily bases to have updated and necessary HR records.

Regularly update personnel records filing system ensuring that information is filed in an orderly and timely manner.

Assist in the PME Processes, onboarding sessions for the new hires, both staff and Incentive Workers. Deliver training on HR policies when required.

Serve as an ambassador and champion for the IRC Way: Standards for Professional Code of Conduct

Work with HR Lead to resolve specific employee relations issues with professional grace; as requested, lead investigations to resolve issues/conflict in the workplace.

Maintain the confidentiality of all sensitive HR information at all times.

Prepare official letters using the IRC templates, service certificate, etc.

Support the HR Team (database, reports, documents) when necessary.

Follow up on signatures for all HR related documents.
