WASH Volunteers Online training IN AZRAQ REFUGEE CAMP
Action Against Hunger has been known as the lead WaSH (Water, Sanitation and Hygiene) agency responsible for the operation and maintenance of the WaSH blocks in Azraq Refugee Camp, conducted in partnership with UNICEF.
Action against Hunger maintained its commitment in 2018 to make substantial improvements to the WaSH situation in the camp investing in a barrier analysis, sanitation assessment and promoting behaviour change on aspects such as community involvement and ownership. All operation and maintenance activities go in parallel with basic hygiene supplies distribution, hygiene promotion, and community mobilization activities through WaSH Community Representatives and Lead Mothers committees who are in direct and frequent contact with Action Against Hunger hygiene promoters and community mobilizers.
The project “Comprehensive Digital and Community-Oriented WaSH and COVID-19 Support for Syrian Refugees in Azraq camp” funded by UNICEF focuses on building the capacity of the WaSH volunteers and strengthening their skills to address community ownership over the WaSH services, raise the community awareness to contain the spread of COVID-19, and to promote sustainability of the interventions in future years.
The project includes several activities that aim at raising the awareness of the camp population on the best hygiene practices, water conservation at the household level and in the communal facilities, wastewater reuse, and environment protection.
CONSULTANCY SCOPE:
Background
Action Against Hunger under the “WaSH Community Mobilization in Azraq Camp” conducted a full training needs assessment for WaSH Community Representatives (WCR) in December 2020. The assessment concluded that the participants’ priority need for training were on presentation and leadership skills, stress management and a ToT training.
In the framework of the project “Comprehensive Digital and Community-Oriented WaSH and COVID-19 Support for Syrian Refugees in Azraq Camp”, Action Against Hunger will continue to work with 945 WaSH volunteers who consist of WaSH Community Representatives (WCRs), Lead mothers and Youth WaSH Community Representatives (YWCR). They are responsible for attending and conducting WaSH awareness sessions, disseminating of awareness messages of COVID-19 prevention measures and best hygiene practices to the neighbours and family members, raising awareness on water conservation and property vandalism in addition to providing feedback to hygiene promoters about community's issues and concerns; particularly on WaSH Services.
Action Against Hunger believes in the importance of the participatory approach in the behavioural change process. To do so, Action against Hunger will establish a digital learning platform to ensure that WaSH volunteers have access to uploaded trainings on a platform to build their capacity and strengthen their skills to address community ownership over the WaSH services, raise community awareness to contain the spread of COVID-19, and to promote sustainability of the interventions in future years.
Consultancy objective
The objective of the consultancy is to develop a comprehensive a self-paced and interactive learning modules on a previously identified platform by ACF. The training will target 945 individuals who are part of the WaSH volunteer structure in the Azraq Camp.
Following the training assessment conducted in 2020 and current context, the training consultant is expected to undertake the following:
- Prepare online training material that consists of 5 modules adapted to the online training platform. It is expected that each module is designed with a final online quiz to assess the increased knowledge amongst the participants.
- The modules are: Training of Trainers (ToT), Leadership, Soft Skills, Introduction to WaSH, and finally Covid-19 prevention and awareness.
- The training modules shall be as much as possible contextualized to Azraq camp specific context and contains pictures, and practical case studies from Azraq camp when necessary.
- To upload the training to the online platform and conduct pilot learning with agreed sample of individuals to ensure that training is meet the needs and functions properly.
- Make the necessary changes based on the pilot learning.
ToT Module
The aim of this module is to provide the methods and tools to the participants so that received information can be communicated to the wider community members in an effective and efficient way.
Leadership Module:
The aim of this module is to provide necessary tools and information to the WaSH volunteers so that they are able to take the representative role and play an active role between the community and the different stakeholders in the camp. It is expected, but not limited, the module includes topics such as effective communication methods, coaching and negotiation and mediation techniques.
Soft Skills
The aim of this module is to guide the participants to develop effective ways of preventing and managing their stress, provide them necessary tools so that they can formulate their problem solving skills. Furthermore, the training should also aim for improving communication skills, mediation skills.
WasH module
The aim of this module to provide knowledge on basic Water sanitation and hygiene practices, water borne diseases and prevention methods, water scarcity and its effect on the environment to ensure their understanding WaSH services in their daily life.
Covid 19 Module
The aim of this module to build on the existing on knowledge related to Covid -19.
As the trainings are mainly intended for literate group, participatory, practical and evidence-based approach will be assumed during the trainings. The approaches should include but not be limited to:
- PPT presentations
- Quizzes and online interactive activities.
- Case studies
- Video lectures
Each training module should not be more than 45 minutes
Note: The trainers can re-adjust their training methods in consultation with the ACF WaSH technical team in Amman.
CONSULTANCY DURATION
The consultancy work will take place in the period of 1st May 2021 to 30th of June 2021.
EXPECTED DELIVERABLES
The consultant is expected to deliver the following according to the following timeline:
1. Develop comprehensive training materials (in Arabic and in English). The material shall be revised and approved by Action Against Hungers’ focal point to make sure that it will fit the camp context, beneficiaries’ culture and background. Each training material should be delivered to AAH for review and feedback once it is finalised

2 To submit and to present the initial training materials for preliminary approval of ACF technical team and the donor. -- 25th -30th May --
3. Upload and test training materials on the on-line platform. The consultant will receive/ attend a technical training provided by the management team of the on-line platform. -- 1 June -15th June ---
4. Final report and handover of the training materials . -- 15th- 30th June --
