Under the supervision of the REACH Research Manager, the Data Officer will be responsible for managing all data­ related processes for the Yemen Sectoral Unit, in coordination with the Sectoral Assessment Officers and the GIS team. The Data Officer will act as a technical focal point for the Unit, and will be responsible for maintaining an overview and managing the delivery of all data-related activities for each sectoral assessment and monitoring system. In addition, the Data Officer will also be responsible for the development of standard data processing SOPs for the mission and development of procedures/systems for the communication of data-related needs within the Sectoral Unit.

 

Regular duties will include data entry, data cleaning, communicating with partners regarding data cleaning checks, designing and maintaining Kobo tools, reviewing sectoral data analysis plans, maintaining data cleaning and analysis scripts in R, producing static outputs (maps), and designing and maintaining interactive outputs (dashboards). In addition, the Data Officer is expected to periodically support the Sectoral Unit in translation and ad-hoc partner training related to data processing activities. Finally, when requested by the Research Manager, the Data Officer will be responsible for the dissemination and presentation of REACH outputs to external partners.

Objectives

·To lead data processing activities for the Sectoral Unit

·To design and maintain Data Analysis Frameworks

·To design Kobo tools for data collection

·To design static and dynamic outputs

·To support communication in Arabic with relevant partner organisations in Yemen

Duties and Responsibilities

1.Lead on the management of all data-related needs for the REACH Yemen Sectoral Unit

·The Data Officer will work with the Sectoral Unit Assessment Officers to identify and understand incoming data-related support requests. They will prioritize incoming requests, and identify who within the Sectoral Unit will be responsible for each task (including coordination of tasks with relevant Assessment Officers).

·The Data Officer will maintain an overview of the overall data-related workload under the Sectoral Unit, and will ensure all requests for support are completed in timely manner and to a high quality.

·The Data Officer will be responsible for flagging to the Research Manager and relevant Assessment Officers when any issues arise, and will work with them to develop appropriate solutions.

·The Data Officer will be responsible for developing procedures and systems for workload management and communication with the Sectoral focal points regarding upcoming data support needs.

2.Facilitation of Partner Communication

·In coordination with the Research Manager and Assessment Officers, the Project Officer will facilitate communication, in English and Arabic, with relevant partner organizations in Yemen in relation to data cleaning and Kobo tool design.

·The Data Officer will act as a point of contact for data-related requests from partners, including formal/informal training for partners on REACH tools and data cleaning processes.

3.Data Processing Activities for the Sectoral Unit (R skills required)

·The Data Officer will be responsible for the development of standard data processing SOPs for the mission, incorporating feedback from the Research Manager and relevant Assessment Officers.

·The Data Officer will be responsible for being familiar will all the data entry and cleaning processes (including running R scripts) for each sectoral assessment or monitoring system, and will be responsible for conducting data cleaning in coordination with the relevant Assessment Officers

·In coordination with the Assessment Officers, the Data Officer will work with partners to ensure that data cleaning checks are addressed and resolved in an efficient and timely manner.

4.Design and maintenance of data analysis frameworks (R skills required)

·In coordination with the Research Manager, the Data Officer will review Data Analysis Plans produced by the Assessment Officers, in order to ensure that they are adequately structured and in line with REACH data analysis protocols.

·The Data Officer will be responsible for the running and maintenance of R scripts to be used for analysis of sectoral datasets.

5.Design of Kobo tools

·The Data Officer will be responsible for designing, testing and maintaining Kobo Tools for a var

·iety of assessments and monitoring systems under the Sectoral Unit.

6.Design of static and interactive outputs

·In collaboration with the Assessment Officers, the Data Officer will be responsible for producing certain static outputs, including maps and factsheets. Applicants with previous experience in ArcGIS and/or Adobe Creative Cloud Suite (especially lnDesign) will be prioritized.

·In collaboration with the Assessment and GIS Officers, the Data Officer will be responsible for producing certain interactive outputs, including dashboards. Applicants with previous experience in PowerBI and/or Tableau will be prioritized.

·The Data Officer will work with the Assessment and GIS Officers to maintain existing dashboards, including updating datasets on an ongoing basis and updating visual elements of the dashboard when necessary.

·When requested by the Research Manager, the Data Officer will be responsible for the dissemination and presentation of REACH outputs to external partners.
